Լուսավոր Հայաստանը չի միացել Սահմանադրական դատարան դիմելու համար ԲՀԿ նախաձեռնած ստորագրահավաքին, որով վիճարկվում է սահմանադրական փոփոխությունը։ Հիշեցնենք, որ հունիսի 22-ին Իմ քայլը խմբակցությունը փոփոխություններ է արել Սահմանադրությունում, որով դադարեցվում են ՍԴ 3 դատավորների լիազորությունները եւ Հրայր Թովմասյանին զրկում ՍԴ նախագահի պաշտոնից։

Կարծես ամեն ինչ իր հունով էր գնում, բայց երկրորդ ընթերցումից առաջ անսպասելի որոշվեց նաեւ փոփոխություն անել խորհրդարանի կանոնակարգի վերաբերյալ սահմանադրական օրենքում, ըստ որի նախագահը չի ստորագրելու խորհրդարանի ընդունած սահմանադրական փոփոխությունները։

Ինչու՞ է կանոնակարգում փոփոխությունների անհրաժեշտություն առաջացել։ Հասկանելի է, որ իշխող ուժը նախագահի հետ խորհրդակցություններ է անցկացրել ու համոզել ստորագրել սահմանադրական փոփոխությունները։ Սակայն Արմեն Սարգսյանը, ըստ երեւույթին, չի համաձայնել ստորագրություն դնել այդ փաստաթղթի տակ, եւ ընտրվել է «փոխզիջումային տարբերակ»՝ նախագահն ինքն է հրաժարվել իր իրավունքից։

Երեկ գիշերը Արմեն Սարգսյանը ստորագրել է կանոնակարգում փոփոխությունները՝ դրանով իսկ իրեն ու հաջորդ նախագահներին զրկելով սահմանադրական փոփոխությունները ստորագրելու իրավունքից։ Սրանով իշխող մեծամասնությունն այսուհետ անսահմանափակ իշխանություն ունի Սահմանադրությունում փոփոխություններ անելու համար։

Հայաստանում, ըստ ամենայնի, զարգանում է քաղաքական ռախիտ, երբ մեծ գլուխը խլում է ամբողջ մարմնի էներգիան։ Ոմանք սա սահմանադրական հեղաշրջում են անվանում, ոմանք՝ հեղափոխության վերջնական հաղթանակ։ Բայց իրականում երկրում ստացել ենք չբալանսավորված իշխանություն, եւ եթե մոռանանք խելամտության ու համարժեքության կանխավարկածը, ամեն առավոտ կարող ենք սահմանադրական հերթական փոփոխությանն ականատես դառնալ։

Արմեն Սարգսյանը, ով հասկանում է, որ Սահմանադրությունում փոփոխությունը լուրջ գործ է եւ կարող է բումերանգի էֆեկտ ունենալ, հրաժարվեց ստորագրել այն։ Բայց նա ստորագրեց կանոնակարգի փոփոխությունները, որով ըստ էության վերացրեց զսպման ու հակակշիռների մեխանիզմը։

Այս պատմությունը, հնարավոր է, որոշ խնդիրներ լուծի՝ Հրայր Թովմասյանը կհեռանա, Քոչարյանի գործը կլուծվի այս կամ այն կերպ, բայց արդյունքում կմնա մի տգեղ պատմություն։ Իշխանության ներկայացուցիչները սա ոսկերչական գործողություն են անվանելու․ Արարատ Միրզոյանը ֆեյսբուքյան իր էջում հղում է արել Գահերի խաղին, հավանաբար ակնարկելով, թե ինչ է տեղի ունենում Հայաստանում։

Լուսավոր Հայաստանն ասում է, որ թույլ չի տա մեծամասնությանը տրորել Սահմանադրությունը։ Բարգավաճ Հայաստանը կասի, որ ամեն ինչում մեղավոր է Էդմոն Մարուքյանը։ Ոմանք կուրախանան, որ Սերժ Սարգսյանի նշանակած Հրայր Թովմասյանը կհեռանա։ Բայց ի՞նչ կստանանք արդյունքում։
