Ստամբուլյան կոնվենցիային ընդառաջ՝ Հայաստանի իշխանությունը խնդիր է դրել ազատվել Նաիրա Զոհրաբյանից

Պատահականությո՞ւն էր արդյոք, որ հենց այս պահին իշխանությունը խաչակրաց արշավանք սկսե Բարգավաճ Հայաստանի եւ նրա առանցքային դեմքերի դեմ։ Բնականաբար՝ ոչ։ Ու հիմա հաստակ փաստերով կամրագրենք, թե ինչու՝ ոչ։ Դւ այսպես Հայաստան-ԵՄ համաձայնագրի ճանապարհային քարտեզով Հայաստանը հստակ պարտավորություն է ստանձնել վավերացնել տխրահռչակ Ստամբուլյան կոնվենցիան եւ կանաչ լույս վառել ԼԳՏԲ համայնքի ու մեր ավանդական արժեքները խաթարող նմանատիպ այլ ապականությունների առաջ։ Ավելին, Հայաստանի իշխանությունները, ըստ այդ համաձայնագրի ճանապարհային քարտեզի, Ստամբուլյան կոնվենցիան պետք է վավերացնեին դեռ մեկ տարի առաջ եւ մեր տեղեկություններով եվրոպական կառույցներն ու առաջին հերթին՝ ԵՄ խորհուրդը, ինչպես նաեւ՝ ԵԽ Ստամբուլյան կոնվենցիայի քարտուղարությունը, արդեն վերջնագիր են ներկայացրել Հայաստանին՝ պարտավորեցնլով խորհրդարանին արագացնել եւ սեպետամբերյան հենց առաջին նստաշրջանում վավերացնել Ստամբուլյան կոնվենցիան։

Կոնվենցիայի ճանապարհին առաջին մեծ խոչընդոտներից մեկի՝ Սահմանադրական դատարանի հարցը իշխանությունն իր կարծիքով այլեւս լուծել է, եւ մնում էր մյուս խոչընդոտը՝ Մարդու իրավունքների պաշտպանության եւ հանրային հացերի մշտական հանձնաժողովի նախագահ Նաիրա Զոհրաբյանը, քանզի հայտնի է, որ կոնվենցիան մինչեւ ԱԺ լիագումար նիստում քննարկվելը, պետք է քննարկվի հենց այդ հանձնաժողովում եւ նոր միայն մտնի լիագումար նիստ։ Հայտնի է նաեւ, որ Բարավաճ Հայաստան կուսակցությունը կտրականապես եւ կատեգորիկ դեմ է Ստամբուլյան կոնվենցիայի վավերացմանը։ Իհարկե, Մարդու իրավունքների պաշտպանության հանձնաժողովում ԻՄ քայլը ունի այնքան պատգամավոր, որ կարող է անցնացնել կոնվենցիան, սակայն, մեր տեղեկություննեով, իշխանության համար սկզբունքային հարց է, որ գլխադասային հանձնաժողովում հատկապես այդ կոնվենցիան անցնի միաձայն եւ հանձնաժողովի նախագահը եւս դեմ չլինի կոնվենցիային։

Իսկ քանի որ Նաիրա Զոհրաբյանը, բնականաբար, միանշանակ դեմ էր քվեարկելու կոնվենցիային եւ կոնվենցայի քննարկման օրը ԱԺ-ն շրջափակված է լինելու մեր բազմահազար հայրենակիցներով, ովքեր ամեն կերպ փորձելու են կանխվել Ստամբուլյան կոնվենցիայի վավերացումը, իշխանությունը հատ-հատ փորձում է չեզոքացնել կոնվենցիայի ճանապարհին եղած անձանց։ եւ ահա Ստամբուլյան կոնվենցիայի միաձայն ընդունման հանապարհին վերջին խոչընդոտի՝ Նաիրա Զոհրաբյանի դեմ պայքարելու համար իշխանությունը կազմակերպեց մի զազրելի մասկի շոու՝ արտահոսք կազմակերպելով Նաիրա Զոհրաբյանի անձնական օգտահաշիվներից որտեղ Զոհրաբյանը կոնկրետ կնոջ, ով հայհոյել էր իրեն ու իր երեխային, պատասխանել էր, եւ օգտագործելով Սփռույքի մեր որոշ հայրենակիցների ընդվզում, իրենք հիմա անցնում են պլան Բ-ին։

Իսկ պլան Բ-ն հետեւյալն է՝ արդեն իսկ սորոսական պատգամավորներ Մարիա Կարապետյանն ու Սուրեն Գրիգորյանը հայտարարել են, որ ԱԺ-ում ստեղծվելու է էթիկայի հանձնաժողով եւ քննարկելու են Նաիրա Զոհրաբյանի՝ ԱԺ մարդու իրավունքների պաշտպանության եւ հանրային հարցերի հանձնաժողովի նախագահի պաշտոնում մնալու նպատակահարմարությունը։ Ժանրի կանոններին համաձայն, իշխանությունը կկազմակերպի էթիկայնի հանձնաժողովում Նաիրա Զոհրաբյանի հարցի քննարկումը, որից հետը որոշում կկայացնի, որ պետք է բավարարել Սփյուռքի վիրավորված մեր հայրենակիցների պահանջն ու ԱԺ-ում 88 կոճակով Նաիրա Զոհրաբյանին կզրկեն հանձնաժողովի նախագահի պաշտոնից։ Սա է իշխանության սցենարը, քանզի ըստ Հայաստան-ԵՄ ճանապարհային քարտեզի՝ Ստամբուլյան կոնվենցիան վավերացնելու ՀՀ իշխանություններին տրված ժամանակը վաղուց սպառվել է։ Մնում է ափսոսալ, որ Սփյուռքի մեր հայրենակիցներին նիկոլի իշխանությունը շատ հմտորեն օգտագործեց ազգակործան կոնվենցիան ամեն կերպ սղղացնելու եւ ապականությունը Հայաստանում այլեւս օրենքով ու միաջազգային կոնվենցիայիով ամրագրելու համար։
