ՀՀ կառավարության կողմից ընդունված Կորոնավիրուսի տնտեսական հետևանքների չեզոքացման 19-րդ միջոցառման շրջանակում նախատեսվում է ձեռնարկատիրական գիտելիքների ընդլայնման և ֆինանսների հասանելիության բարձրացման միջոցով նպաստել «զրոյից» բիզնես ստեղծելու ձգտում ունեցող շահառուների ձեռնարկատիրական գաղափարների իրագործմանը։

Միջոցառումից կարող են օգտվել ձեռնարկատիրական գործունեությամբ զբաղվելու ցանկություն ունեցող անձինք և Հայաստանի Հանրապետության տարածքում մինչև 3 տարի գրանցված այն կազմակերպությունները կամ անհատ ձեռնարկատերերը (բացառությամբ` մանրածախ և մեծածախ առևտրի ոլորտում գործունեությունը), որոնք.

- հանդիսանում են ՓՄՁ սուբյեկտ,

- աջակցության հայտ ներկայացնելու օրվան նախորդող 12 ամիսների ընթացքում ունեցել են բարվոք հարկային և վարկային պատմություն,

- գործունեությունն առավելապես իրականացնում են Հայաստանի Հանրապետության մարզերում,

- չեն հանդիսացել պետական ֆինանսական աջակցության շրջանակում «Ներդրումների աջակցման կենտրոն» (ՆԱԿ)՝ նախկինում «ՓՄՁ ԶԱԿ» հիմնադրամի շահառու։

Միջոցառման չափանիշներին բավարարող շահառուները առցանց տարբերակով լրացնում են մասնակցության հայտը: Ներկայացված հայտերի պարբերաբար ստուգումից հետո իրականացվում է մասնակցիների ընտրություն։ Ընտրության փուլը հաղթահարած մասնակիցները անցնում են թվային գիտելիքների թեստավորում, որին հաջորդում է ձեռնարկատիրական գիտելիքների ընդլայնմանն ուղղված դասընթացը։

Անհրաժեշտության դեպքում, մինչ ձեռնարկատիրական գիտելիքների ընդլայնմանն ուղղված դասընթացը, մասնակիցներին առաջարկվում է մասնակցել թվային գիտելիքների բարելավմանն ուղղված դասընթացին։ Դասընթացին զուգահեռ մասնակիցները միաժամանակ կազմում և բարելավում են իրենց բիզնես մոդելները։

Ձեռնարկատիրական գիտելիքների ընդլայնմանն ուղղված դասընթացի բարեհաջող ավարտից հետո, իրենց բիզնես ծրագրերի իրականացման նպատակով, մասնակցիները կնքում են վարկային երաշխավորության պայմանագիր՝ արտոնյալ պայմաններով վարկավորման գործիքից օգտվելու համար։
