Գործող իշխանությունները գրեթե ամեն առիթով (կամ անառիթ) հայտարարում են, թե Հայաստանում իշխանությունը պատկանում է ժողովրդին։ Եթե իշխանություններն իրապես անկեղծ են իրենց հայտարարություններում, ապա պետք է որ հանրության հետ աշխատեն բաց, թափանցիկ ու առավելապես հաշվետու լինեն քաղաքացիներին։ Իսկ քաղաքացիներին հաշվետու լինելը ենթադրում է, որ իշխանությունների ծրագրերն ու ընդունած որոշումները պետք է բխեն անմիջականորեն հանրության շահերից, և դրանց իրականացման հարցում նախ և առաջ անհրաժեշտ է լինելու հասարակության համաձայնությունը։

Բայց արի ու տես, որ իշխանությունները մեկը մյուսի հետևից այնպիսի որոշումներ են ընդունում, որոնք հանրության շրջանում դիմադրության առաջացման պատճառ են դառնում։ Խոսքն այստեղ վերաբերում է հատկապես ազգային արժեհամակարգի դեմ ուղղված քայլերին։ Իշխանություններն ընդունում են հակազգային բնույթ ունեցող կոնվենցիաներ կամ կրթական ծրագրերում հայագիտական առարկաների դերն ու նշանակությունը նվազեցնելուն միտված փոփոխությունների նախաձեռնություններով են հանդես գալիս, որոնք տեղի են ունենում առանց հանրային լայն շրջանակների հետ քննարկման։

Իսկ երբ հանրության առավել մտահոգ հատվածն իր բացահայտ անհամաձայնությունն է հայտնում իշխանությունների միակողմանի գործողությունների կապակցությամբ, ապա այդ մարդիկ իշխանությունների կողմից թիրախավորվում են ու պիտակավորվում, թե նախկինների շահերն են սպասարկում։ Հասարակության ձայնը հաշվի չի առնվում նաև կառավարման համակարգում տեղի ունեցող կադրային քաղաքականության շրջանակներում։

Այս ընթացքում բազմաթիվ գերատեսչությունների և ուժային կառույցների ղեկավարների փոփոխություններ են տեղի ունենում, սակայն հանրությանն այդպես էլ սպառիչ պարզաբանումներ չեն տրվում, թե ի վերջո ինչով են պայմանավորված փոփոխությունները և արդյոք լուրջ թերացումներ կան, որոնց համար պետք է այդ գերատեսչություների ղեկավարները հեռանան։ Մյուս կարևոր հարցն այն է, թե այդ թերացումները միայն կառավարության անդամների՞նն են, թե՞ վերաբերում են նաև ողջ կառավարությանը և իշխանությանը։

Եվ զուր չէ, որ փորձագիտական շրջանակների մոտ այնպիսի տպավորություն է առաջանում, թե վարչապետն այդ փոփոխությունները կատարում է՝ ելնելով միայն ու միայն իր անձնական-քաղաքական նպատակահարմարությունից։ Սակայն հանրության հետ իր թափանցիկ աշխատանքով պարծեցող վարչապետը պետք է հանրությանը ներկայացնի, թե որքանով են հիմնավոր և ընդունելի իր կադրային փոփոխությունները, և քայլեր ձեռնարկի միայն այն դեպքում, երբ համոզված կլինի, որ ունի հանրության աջակցությունը։ Հիմա էլ պարզվում է՝ կորոնավիրուսային այս ճգնաժամի պայմաններում, երբ համաճարակը ցանկացած պահի կարող է ունենալ նոր բռնկումներ, առողջապահության ոլորտի գլխավոր պատասխանատուն՝ առողջապահության նախարար Արսեն Թորոսյանը, ապաակտիվացել է ֆեյսբուքում ունեցած իր էջը և որոշել է օգոստոսի 31-ից 18 օրով մեկնել արձակուրդ։

Մամուլում անգամ խոսվում է Թորոսյանի հրաժարականի մասին, բայց մի քանի օր շարունակ ոչ մի ամբողջական պարզաբանում չկա այս ուղղությամբ։ Խոսվում է այն մասին, թե Թորոսյանը տապալել է կորոնավիրուսի դեմ պայքարը, բայց հարց է, թե այդ դեպքում արդյոք վարչապետ Փաշինյանը չի՞ կիսում համավարակի դեմ պայքարի ձախողման պատասխանատվությունը։ Վերջապես Փաշինյանը ամեն մի մանրմունր հարցով նախընտրում է ուղիղ եթերներ կազմակերպել և դրանք լուրջ մեկնաբանությունների արժանացնել, իսկ ինչո՞ւ հանրությանը մտահոգող կարևոր հարցերով սպառիչ պարզաբանումներով հանդես չի գալիս։ Դրա համար էլ տպավորություն է առաջանում, թե վարչապետը պարզաբանումներ է տալիս միայն այն հարցերի շուրջ, որոնք ձեռնտու են իրեն։
