«Ես ոչ մի կասկած չունեմ, որ պատերազմը սկսվել է Ադրբեջանի նախաձեռնությամբ: Անիմաստ է մտածել, որ հայերին հանկարծ պետք է եկել որևէ բարձունք կամ տարածք գրավել Ադրբեջանից: Ավելին, այս պատերազմը պետք էր հենց Իլհամ Ալիևին, որպեսզի իր ժողովրդին ասելիք ունենար՝ ցանկանալով ապացուցել, թե կարող է ուժով վերցնել այն տարածքները, որոնք 90-ականներին զիջել էին»,- «Ժողովուրդ» օրաթերթի հետ զրույցում նման տեսակետ արտահայտեց ԵԱՀԿ Մինսկի խմբի առաջին համանախագահ Վլադիմիր Կազիմիրովը՝ խոսելով Արցախում սեպտեմբերի 27-ին սկսված պատերազմի մասին:

Ավելին, վերջինս մեզ հետ զրույցում նկատեց, որ հրադադարի մասին համաձայնագրի առաջին տարբերակը, որը պատրաստել է հենց ինքը, ստորագրված է եղել Բաքվի և Ստեփանակերտի միջև: Հետագայում այդ համաձայնագրին միացել էր նաև Հայաստանը: «Պետք է նախկինի պես հենվել այն համաձայնագրի վրա, որը ստորագրված էր եղել Հեյդար Ալիևի հետ: Վերջինս ոչ մեկ անգամ է ինձ հենց Բաքվում ասել և խնդրել, որ պատրաստ է ստորագրել համաձայնագիրը: Նախկին նախարար Մամեդովը ստորագրեց, և քչերը գիտեն, որ այն ժամանակվա համաձայնագիրն ի սկզբանե ստորագրված է եղել ոչ թե Հայաստանի ու Ադրբեջանի, այլ Լեռնային Ղարաբաղի միջև: Միայն հետո Հայաստանը միացավ այդ համաձայնագրին, իսկ սկզբում Ադրբեջանը ստիպված եղավ այն ստորագրել Լեռնային Ղարաբաղի հետ», –նշեց նա:

Կազիմիրովը, որպես ապացույց, առաջարկեց նայել 1994 թվականի մայիսի 12-ին ստորագրված փաստաթուղթը, որտեղ կարելի է հստակ տեսնել՝ ձախ կողմում եղել է Ադրբեջանի ստորագրությունը, իսկ աջ կողմում՝ Լեռնային Ղարաբաղի, և միայն հետո փաստաթղթի մեջտեղում դրվեց Հայաստանի ստորագրությունը»: Խոսքը 1994 թվականի մայիսին հաստատված հրադադարի մասին է, որից հետո՝ հուլիսի 27-ին, ստորագրվեց հրադադարի հաստատման ևս մեկ եռակողմ համաձայնագիր, այս անգամ արդեն՝ նաև ԵԱՀԽ միջնորդությամբ: Լեռնային Ղարաբաղի հարցով Ռուսաստանի միջնորդական առաքելության նախկին ղեկավար Վլադիմիր Կազիմիրովը նաև նկատում է, որ 1994թ. մայիսի սկզբին ադրբեջանական ղեկավարությունը շահագրգռված էր հրադադարով:

Նրա խոսքով՝ նախկինում Ադրբեջանի ղեկավարությունը կա՛մ ցանկություն չէր հայտնում այդ քայլին գնալ, կա՛մ նախապայմաններ էր առաջ քաշում` երբեմն ակնհայտ անիրատեսական, կա՛մ խզում էր պայմանավորվածությունները, բայց այս անգամ այդ ցանկությունն ավելի հաստատակամ արտահայտվեց, ընդ որում՝ ամենաբարձր մակարդակով»,-գրում է թերթը:
