Ադրբեջանի նախագահ Իլհամ Ալիեւն ասել է, որ երբեք թույլ չի տա Լեռնային Ղարաբաղում հանրաքվե անցկացնել: Այս մասին գրում է PolitNor-ը։

Ինչպես գիտենք, ղարաբաղյան հակամարտության առաջարկվող լուծումը բաղկացած է երկու փուլից:

Առաջին փուլում նախատեսվում է Ադրբեջանին վերադարձնել Անվտանգության գոտի, որն ընդգրկում է ԼՂԻՄ տարածքի հարակից տարածքները: Սակայն այս փուլը հնարավոր է միայն պայմանով, որ ապագայում հանրաքվեի միջոցով որոշվի տարածաշրջանի կարգավիճակը: Այս մասին հստակ ասվեց 2010 թ. հունիսի 26-ին Մուսկոկա քաղաքում Ռուսաստանի, Միացյալ Նահանգների և Ֆրանսիայի նախագահների համատեղ հայտարարության մեջ.

«Լեռնային Ղարաբաղի միջանկյալ կարգավիճակ ՝ ապահովելով անվտանգության և ինքնակառավարման երաշխիքներ. միջանցք, որը կապում է Հայաստանը Լեռնային Ղարաբաղի հետ, Լեռնային Ղարաբաղի ապագա վերջնական իրավական կարգավիճակի որոշում»։

Այդ պահերը շատ հստակ ֆիքսված են Մադրիդյան սկզբունքներում, ապա նաև 2010 թվականին գագաթաժողովում ստորագրված փաստաթղթում: Ստացվում է, որ այն ժամանակ Իլհամ Ալիևը համաձայնել էր հանրաքվեի անցկացման տարբերակին, սակայն հիմա հայտարարում է, ես դեմ եմ: Դրա փոխարեն նա առաջարկում է, այսպես ասած, մշակութային ինքնորոշում:

Այսպիսով, նա չի համաձայնվում անգամ ամենափոքր զիջման, հետևաբար չի կարող ապահովել Արցախի ժողովրդի անվտանգությունը: Ալիևն այսպիսի պահվածքը բացառում է կոնֆլիկտը բանակցային տարբերակով լուծելու հնարավորությունը և խաչ քաշում նախկինում ձեռք բերված պայմանավորվածությունների վրա:
