ՌԴ-ն Մինսկի խմբի անդամ է, միջնորդ երկիր, եւ այստեղ ՌԴ-ի գործառույթները որեւէ կերպ փոխկապակցված չեն այն իշխանությունների հետ, որ այդ օրը կան: Այս մասին Առաջին ալիքի եթերում հայտարարել է փոխվարչապետ Տիգրան Ավինյանը։

«Ռուսաստանը՝ որպես ՀՀ-ի դաշնակից, իր ունեցած հնարավորությունների շրջանակում, վստահեցնում եմ ձեզ, արել է առավելագույնը, ինչն իրեն կարող էր թույլ տալ այս շրջանակում: Ռուսաստանի դաշնակցային հարաբերությունների հետ կապված մենք որեւէ հարց չենք բարձրաձայնում, որովհետեւ եւ՛ որպես մեր դաշնակից, եւ՛ որպես Մինսկի խմբի անդամ, ՌԴ-ն արել է այն, ինչ իրենից կախված է եղել: Այնուամենայնիվ, այն աջակցությունը, որը տրամադրել է Թուրքիան Ադրբեջանին, եւ ռազմական տեխնիկայի այն քանակությունը, որ կուտակվել է Ադրբեջանում մանավանդ վերջին երկու ամիսների ընթացքում, մեր ռազմական գործիչների գնահատականների ուղեծրից դուրս է եղել: Այսինքն` այդ ծավալի հարձակումը կանխատեսելի չի եղել»,- նշել է Ավինյանը:

Նա ասել է, որ ՀՀ զինված ուժերը կատարել են  իրենց խնդիրները. «Եւ այն խնդիրները, որոնք ունեցել են Զինված ուժերը քաղաքական իշխանությունը փորձել են աջակցել եւ լուծել։ Այսինքն՝այստեղպահանջարկը ներկայացրել են Զինված ուժերը եւ ասել են, թե ինչ խնդիրներ պետք է կատարվեն։ Կուսակցությունների առաջարկը, որը ենթադրում էր ինչ-որ մի խմբի ձեւավորում, որը ստանձնելու էր ռազմական գործի ղեկավարումը, դուրս է գալիս առհասարակ Զինված ուժեր եւ Գլխավոր շտաբի պետ ունենալու տրամաբանությունից»։

Ավինյանը շեշտեց, որ հավելյալ կառույց ստեղծելով բանակում չէր ավելանալու կամ պակասեցնելու հրետանու քանակը. «Ռազմական գործի կազմակերպման առումով՝ գործողությունները բավականին արագ են տեղի ունեցել։ Մենք ունեցել ենք հարվածներ եւ հյուսիսից եւ հարավից. թշնամին հաջողություններ է ունեցել միայն հարավային ուղղությամբ։ Հետագայում մեր բոլոր խնդիրներն ավելի են խորացել թշնամու այս հաջողության հետ պայմանավորված։ Այս պատերազմի տրամաբանության մեջ, այո, կարող էին լինել որոշումներ, որոնք մի փոքր այս կամ այն կողմ կարող էին ինչ-որ փոքրածավալ խնդիրներ լուծել, բայց ընդհանուր առումով եղած ուժերով թշնամու ուժերի հետ հակադրության մեջ էական որեւէ ազդեցություն չէին կարող ունենալ»։
