2020թ. նոյեմբերի 11-ին Հայաստանի Հանրապետությունը նամակով դիմել է Ադրբեջանի Հանրապետությանը՝ նշելով, որ վերջին տասնամյակների ընթացքում Ադրբեջանի որդեգրած քաղաքականությունը և գործողությունները կոպտորեն խախտում են Ռասայական խտրականության բոլոր ձևերի վերացման մասին 1965թ. միջազգային կոնվենցիայի պահանջները: Այս մասին հաղորդագրություն է տարածել ՀՀ ԱԳՆ-ն։ «Ի թիվս այլնի՝ Հայաստանը կոչ է անում Ադրբեջանին անհապաղ դադարեցնել Հայաստանի և էթնիկ հայերի նկատմամբ խտրական գործելակերպը և այլ շարունակական խախտումները՝ ներառյալ, սակայն չսահմանափակվելով՝ — հակահայկական տրամադրությունների տարածումը, — հակահայկական քարոզչությունը վերացնելու ուղղությամբ արդյունավետ միջոցների ձեռնարկումը ձախողելը, — պետական մարմինների կամ հանրային հաստատությունների կողմից հայերի նկատմամբ ռասայական խտրական վերաբերմունք խրախուսելը կամ այն հրահրելը, — էթնիկ հայերին իրենց անձնական իրավունքներից խտրական զրկելը, ինչպիսիք են՝ անձի անվտանգության ապահովման, սեփականության և մշակութային ժառանգություն հանդիսացող կոթողներ մուտք գործելու և դրանցից օգտվելու իրավունքները, — իրավասու ներպետական դատարանների և պետական իրավասու այլ մարմինների կողմից էթնիկ հայերի իրավունքների արդյունավետ պաշտպանության և վերականգնման ձախողումը, — և հայերի էթնիկ զտմանն ուղղված քայլերի ձեռնարկումը: Նշված նամակում Հայաստանը պահանջում է Ադրբեջանից իր կոնվենցիոն պարտավորությունների կատարում և հրավիրում վերջինիս բանակցությունների եղանակով քննարկել Կոնվենցիայի պահանջների խախտումները: Ադրբեջանի կառավարության կողմից Հայաստանի առաջարկը մերժելու կամ սահմանված ժամկետում պատասխան չներկայացվելու դեպքում Հայաստանը իրեն իրավունք է վերապահում առկա իրավական վեճը լուծել Կոնվենցիայով սահմանված կարգով»:
