Նոյեմբերի 30-ին փոխվարչապետ Տիգրան Ավինյանն ընդունել է Հայաստանում Կարմիր խաչի միջազգային կոմիտեի (ԿԽՄԿ) պատվիրակության ղեկավար Քլեր Մեյթրոյին՝ վերջինիս առաքելությունն ավարտելու կապակցությամբ, ինչպես նաև պատվիրակության նորանշանակ ղեկավար Թիերի Ռիբոյին:

Փոխվարչապետը շնորհակալություն է հայտնել Քլեր Մեյթրոյին պաշտոնավարման ընթացքում կատարած աշխատանքի համար, ինչպես նաև հույս հայտնել, որ Թիերի Ռիբոյի ղեկավարությամբ ԿԽՄԿ պատվիրակության հետ համապարփակ համագործակցությունը կշարունակվի ու էլ ավելի կընդլայնվի:

ԿԽՄԿ պաշտոնյաները շնորհակալություն են հայտնել ՀՀ պետական գերատեսչություններին աջակցության համար, որը հնարավորություն է տալիս արդյունավետ կերպով իրականացնել կազմակերպության առաքելությունը: Քլեր Մեյթրոն ու Թիերի Ռիբոն նաև մանրամասն ներկայացրել են ԿԽՄԿ աշխատանքների ընթացքը:

Կողմերը քննարկել են գերիների փոխանակման գործընթացին, անհետ կորած անձանց որոնողական աշխատանքներին, զոհվածների դիերի հայտնաբերման գործողություններին վերաբերող մի շարք հարցեր: Տիգրան Ավինյանը կարևորել է ԿԽՄԿ ցուցաբերած աջակցությունը և միջնորդական դերը, ինչպես նաև վերոնշյալ գործընթացներն արագացնելու հրատապությունը: Նա նշել է, որ հայկական կողմը ամբողջովին հետևում է Ժնևի կոնվենցիաներով և դրանց լրացուցիչ արձանագրություններով հաստատված ռազմագերիների նկատմամբ վերաբերմունքի քաղաքակիրթ կանոններին, և շարունակելու է հետևել կոնվենցիաների տառին ու ոգուն:

Փոխվարչապետն անդրադարձել է ռազմական գործողությունների ընթացքում և դրանց ավարտից հետո Ադրբեջանի կողմից միջազգային հումանիտար իրավունքի խախտման դեպքերին: Նա նաև մտահոգություն է հայտնել գերեվարված անձանց հետ վերադարձի, անհետ կորածների և զոհվածների դիերի որոնողական աշխատանքներում ադրբեջանական կողմի ստեղծած խոչընդոտների կապակցությամբ:

Տիգրան Ավինյանը ներկայացրել է գերիների փոխանակման գործընթացի վերաբերյալ հայկական կողմի առաջարկած հիմնական սկզբունքները ու մեխանիզմները: Նա նաև ընդգծել է գործընթացն առավելագույնս արագացնելու կարևորությունը:

Զրուցակիցներն անդրադարձել են նաև Արցախում առկա հումանիտար իրավիճակին ու արցախցիների կարիքների գնահատման հարցերին:
