Վերջին երկուսուկես տարվա ընթացքում ՀՀ տարբեր դատարաններում մեկ տասնյակ գործեր են քննվել և քննվում Նիկոլ Փաշինյանի թիմի ամենասկանդալային պաշտոնյաներից մեկի՝ վարչապետի աշխատակազմի նորանշանակ ղեկավար Արսեն Թորոսյանի անվան հետ կապված։ Առողջապահության նախկին նախարարը 4 քաղաքացիական գործով ունի պատասխանողի, 4 գործով՝ հայցվորի կարգավիճակ. ևս 2 քրեական գործերով էլ Թորոսյանն ունի վկայի կարգավիճակ։

Մասնավորապես, առողջապահության նախարարի պաշտոնը ստանձնելուց ի վեր՝ հրապարակայնորեն զրպարտելու և վիրավորանք հասցնելու համար Արսեն Թորոսյանի դեմ դատական հայց են ներկայացրել «Սուրբ Գրիգոր Լուսավորիչ բժշկական կենտրոնի» նախկին տնօրեն Արա Մինասյանը, Առոջապահության նախկին նախարար, ԵՊԲՀ  Արմեն Մուրադյանը, «Հայկական առողջապահական ազգային խորհուրդ» ՔԿՀ նախագահ Գևորգ Գրիգորյանը, ՀՀ ԱՆ Ճառագայթային բժշկության և այրվածքների գիտական կենտրոնի լաբորատոր ախտորոշիչ բաժանմունքի վարիչ Դավիթ Գրիգորյանը։

Նախարարի պաշտոնում Արսեն Թորոսյանն էլ իր հերթին դատի է տվել Երևանի ավագանու նախկին անդամ Մարինա Խաչատրյանին, Մասիսի ԲԿ-ի նախկին տնօրեն Նունե Ավանեսյանին, քաղտեխնոլոգ Կարեն Քոչարյանին, «Ֆեյսբուք» սոցիալական ցանցի օգտատեր Սերգեյ Չամանյանին։

Հիշյալ անձանցից Թորոսյանը պահանջում է  հրապարակայնորեն ներողություն խնդրել, ինչպես նաև զրպարտություն համարվող փաստացի տվյալները հերքել։ Նախկին նախարարը վկայի կարգավիճակ ունի «Վերարտադրողական առողջության, պերինատոլոգիայի, մանկաբարձության և գինեկոլոգիայի հանրապետական ինստիտուտ» ՓԲ ընկերության տնօրեն Ռազմիկ Աբրահամյանի, ինչպես նաև պաշտոնեական լիազորությունները չարաշահելու համար մեղադրվող ՊՎԾ նախկին պետ Դավիթ Սանասարյանի գործերով։ Այսպիսով, Արսեն Թորոսյանը դեռևս չունի  տուժողի, կասկածյալի, մեղադրյալի կամ ամբաստանյալի դատավարական կարգավիճակ։
