Հայաստանի եւ Ադրբեջանի միջև ռազմագերիների փոխանակումը Ղարաբաղյան պատերազմի դադարի եւ եռակողմ հայտարարության գլխավոր կետերից մեկն է: Բաքուն պնդում է, թե այժմ այնտեղ գտնվող հայերը ենթակա չեն փոխանակման, քանի որ նրանց թվում են նաեւ մարդիկ, որոնք նոյեմբերի 10-ից հետո են գերի ընկել, եւ որոնք մեղադրվում են տարբեր հոդվածներով: Այս առնչությամբ ծավալուն հոդված է հրապարակել ռուսական RBC լրատվամիջոցը:

Նոյեմբերի 10-ին ստորագրված եռակողմ հայտարարության 8-րդ կետի համաձայն, Հայաստանն ու Ադրբեջանը պետք է ռազմագերիների եւ այլ քաղաքացիական անձանց փոխանակում իրականացներ, ինչպես նաեւ փոխանակեին զոհվածների մարմինները: Ադրբեջանն արդեն ստացել է իր բոլոր ռազմագերիներին. այդ մասին են վկայում ինչպես կոնֆլիկտի կողմերը, այնպես էլ Ռուսաստանի Դաշնությունը: Սակայն հայկական կողմում դեռ կա 140 քաղաքացիների անուններ եւ այդ մասին ռուսական լրատվամիջոցին հայտնել է դիվանագիտական աղբյուրը:

Նշենք, որ հայ իրավապաշտպանները, որոնք զբաղվում են ռազմագերիների հարցերով եւ դիմումներ ուղարկում նաեւ Մարդու իրավունքների Եվրոպական դատարան, նշում են Ադրբեջանում գտնվող 150-ից ավելի հայ ռազմագերիների մասին: Հիշեցնենք, որ հունվարի 11-ին, Մոսկվայում Ռուսաստանի, Հայաստանի եւ Ադրբեջանի ղեկավարների եռակողմ հանդիպումից հետո Փաշինյանը հայտարարել է, որ չի հաջողվել լուծել ռազմագերիների հարցը։
