Ազգայինի և կենսականի միջև ընտրություն կատարելը մեզ համար խիստ կարևոր է թեկուզ և այն պատճառով, որ երկուսն էլ պահանջում են զգալի ռեսուրսներ, որոնք մեր պարագայում խիստ սահմանափակ են: Երբ ասում ենք «ազգային պետություն» (ոչ արևմտյան ընկալմամբ, որում ազգակիցն ու քաղաքացին նույնացվում է), ենթադրում ենք, որ այդ պետությունը ձևակերպում և հետապնդում է ազգային շահը:
Մեր պարագայում ձևակերպված ազգային շահերն են Ցեղասպանության միջազգային ճանաչումը և Ղարաբաղյան կոնֆլիկտի հայանպաստ լուծումը: Ազգային այլ պետությունների պարագայում կարելի է հանդիպել ազգային այլ շահերի: Բայց ի՞նչ կապ ունի ազգայինը կենսականի հետ. բանն այն է, որ ազգային խնդիրներ լուծելով մենք ավելի բարենպաստ կյանքով չենք ապրելու, կամ, ավելի ճիշտ, չենք բարելավելու մեր կենսական պայմանները զգալիորեն:
Հասարակության համար առաջնային է իր կենսական պայմանների բարելավումը՝ իրավական, կրթական, առողջապահական, առևտատնտեսական և սոցիալական այլ ինստիտուտների բնականոն և արդյունավետ աշխատանքը, սեփական բարեկեցության մակարդակի բարձրացումը և այլն: Դրա համար անհրաժեշտ են զգալի ռեսուրսներ, որոնք կուտակվում են պետբյուջեում հարկերի և տուրքերի տեսքով, որոնք հետո պետք է ծախսվեին վերընշված ոլորտները զարգացնելու համար, մինչդեռ այդ գումարների զգալի մասը ծախսվում է ազգային բնույթի խնդիրների լուծմանն համար, մինչդեռ լուծումը էական ազդեցություն հասարակության կյանքի բարելավման վրա չի ունենալու:
Մեր պետությունը հայտվել է հենց այդ իրավիճակում, երբ փորձում է սահմանափակ ռեսուրսներով լուծել երկու խնդիրներն էլ՝ և՛ ազգային, և՛ կենսական: Որքանով է դա արդյունավետ և արդյոք նպատակահարմար է շարունակել գնալ երկու կարգի խնդիրները միաժամանակ լուծելու տրամաբանությամբ՝ հարց է: Ազգայինի և կենսականի միջև ընտրություն անելու անհրաժեշտություն ունի ինչպես իշխանությունը, այնպես էլ ընդդիմությունը, քանի որ, եթե քաղաքական երկու այդ ճյուղերի դիրքորոշումների միջև ազգայինի և կենսականի իմաստավորման տարբերություն չկա, ապա լայն իմաստով չկա նաև տարբերություն, թե քաղաքական որ ուժն է կանգնած պետության ղեկին:
