«Փաստ» օրաթերթը գրում է

Հայաստանի կողմից Արցախի անկախության ճանաչման գործընթացը վերջին 30 տարվա ընթացքում եղել է վիճելի թեմա այն առումով, որ դրան դեմ հանդես եկողները բերում էին որոշ փաստարկներ, մասնավորաբար, որ Հայաստանի կողմից Արցախի անկախության ճանաչումը կնշանակի հրաժարում բանակցային ֆորմատից, ինչն էլ հղի է պատերազմի սպառնալիքով: Իհարկե, ինչպես ասում են, ցանկացած բանակցություն նախընտրելի է, քան պատերազմը, բայց պատերազմ, այդուհանդերձ, եղավ՝ Հայաստանի և Արցախի համար վատագույն ելքով: Սա քննարկելու այլ թեմա է, սակայն մեկ բան հստակ է, որ գործող իշխանությունները չկարողացան ապահովել բանակցությունների շարունակականությունը, ինչը հանգեցրեց պատերազմի:

Ակնհայտ է նաև, որ Արցախի ճանաչման հարցը գերակտուալ դարձավ հենց պատերազմի մեկնարկին, նույնիսկ Արցախի և Հայաստանի բարձրագույն իշխանությունների ներկայացուցիչների կողմից գործընթաց սկսելու նպատակադրումներ հնչեցին, սակայն դա տեղի չունեցավ ըստ երևույթին այն պատճառով, որ Նիկոլ Փաշինյանն իրավիճակն իր ողջ նրբություններով այլ կերպ էր պատկերացնում կամ ընդհանրապես չէր պատկերացնում: Ներկա իրավիճակում քաղաքական դաշտի հիմնական դերակատարները գրեթե չեն խոսում Արցախի անկախության ճանաչման անհրաժեշտության մասին, ինչը հետագա քաղաքական զարգացումներն ու բանակցությունները տեղափոխում է նույն հունի մեջ, ինչ եղել է մինչ այս պահը: Սակայն օրերս «Ադեկվատի» «Սպանել Պողոսին» հերթական հաղորդումից հայտնի դարձավ, որ «Հայրենիք» կուսակցության ծրագրային հիմնադրույթներում ներառված է Արցախի անկախության ճանաչման հարցը՝ նվազագույնը ԼՂԻՄ-ի սահմաններով: Իհարկե, հասկանալի է, որ քաղաքական այս ուժի համար ձգտումներն ավելին են, բայց գոնե նվազագույնն արձանագրված է ծրագրային փաստաթղթերով:

Արթուր Վանեցյանն, ըստ էության, լինելով նաև բարձրաստիճան սպա, հասկացել է, որ առանց Արցախի ճանաչման հնարավոր չէ ապահովել Արցախի լիարժեք անվտանգությունն ու գոյությունը: Խնդիրը նաև այն է, որ իրերի այսկերպ դասավորվածության պարագայում, երբ պատերազմի ելքով կորսվել է Արցախի բուն տարածքների մի մասը, Արցախի անկախության ճանաչումը ԼՂԻՄ-ի նախկին սահմաններով՝ ներառյալ ՀՀ-ի հետ ցամաքային անվտանգ հաղորդակցության համար անհրաժեշտ միջանցքը Քաշաթաղի տարածքով, հնարավորություն կտա իրավական հենք ապահովել հետագա բանակցությունների համար, հակառակ դեպքում միջազգային հանրության համար ընկալելի չեն լինի Արցախի լիակատար անկախության ձգտումները:

Իհարկե, այս ծրագրի ընդլայնումը և իրականացումը հնարավոր կդառնա բացառապես այն պարագայում, երբ հայկական երկու պետությունները կուղղեն իրենց մեջքը, բայց ակնհայտ է, որ գործող իշխանությունների օրոք կամ նրա վերարտադրության դեպքում դա հնարավոր չէ: Մյուս կողմից՝ քանի որ մեր հասարակության մի ստվար՝ հիմնականում չկողմնորոշված հատված հոգնել է անձերով պայմանավորված ընտրություն կատարելուց, շատ կարևոր է ծրագրային այսպիսի մոտեցումների շուրջ հանրային ընկալումների ձևավորումը, ինչն ընտրություններում որևէ քաղաքական ուժի քվե տալու պատրաստակամության պատճառներից թերևս դոմինանտը կարող է հանդիսանալ:
