ՀՀ ԱԱԾ Երևանի քաղաքային վարչությունում նախապատրաստված նյութերով փաստական տվյալներ են ձեռք բերվել այն մասին, որ «Երևանի թիվ 4 արհեստագործական պետական ուսումնարան» ՊՈԱԿ-ի տնօրեն Կ.Հ-ն, հանդիսանալով պաշտոնատար անձ, իր մտերիմ Հ.Խ-ին, նրա կնոջը՝ Ա.Բ-ին, նրա եղբորը՝ Ա.Դ-ին, իր ծանոթներ Վ.Բ-ին և Ֆ. Բ-ին 2019 թվականի հոկտեմբեր ամսից ընդունել է աշխատանքի կազմակերպության տարբեր հաստիքներում և հաստատապես տեղյակ լինելով նրանց կողմից 2019 թվականի հոկտեմբերից մինչև 2021 թվականի ապրիլն ընկած ժամանակահատվածում աշխատանքի չհաճախելու, աշխատանքային պարտականությունները չկատարելու հանգամանքի մասին՝ մեկ միասնական դիտավորությամբ, յուրաքանչյուր տարի հաստատել և իր ստորագրությամբ վավերացրել է կազմակերպության հաստիքացուցակները, որոնցում այդ անձինք ձևակերպված են եղել որպես կազմակերպության աշխատողներ:

Արդյունքում կազմակերպության բյուջեից չաշխատած օրերի դիմաց որպես աշխատավարձի գումարներ նշված անձանց անվամբ անհիմն դուրս է գրվել շուրջ 9.200.000 ՀՀ դրամ գումար. այդ կերպ Կ.Հ-ն, օգտագործելով իր պաշտոնեական դիրքը, վատնման եղանակով հափշտակել է առանձնապես խոշոր չափերի՝ նշված գումարը։

Բացի այդ, նույն պաշտոնատար անձ Կ.Հ-ն առանց համապատասխան փաստաթղթերի ձևակերպման, կազմակերպության տարածքում գտնվող երկհարկանի շինության շուրջ 250 քմ մակերեսով տարածքը 2019 թվականի հոկտեմբերին, ամսական 80.000 ՀՀ դրամ վարձավճարով, տրամադրել է Վ.Բ-ին և Ֆ.Բ-ին՝ կահույքի արտադրություն կազմակերպելու համար, որի դիմաց վերջիններս 2019 թվականի նոյեմբերից մինչև 2021 թվականի ապրիլ ամիսն ընկած ժամանակահատվածում Կ.Հ-ին վճարել են պայմանավորված գումարը, որը նա չի մուտքագրել կազմակերպության դրամարկղ և օգտագործելով իր պաշտոնեական դիրքը՝ յուրացման եղանակով հափշտակել է խոշոր չափերի՝ շուրջ 1.400.000 ՀՀ դրամ գումարը։

Պաշտոնատար անձի կողմից պաշտոնեական դիրքն օգտագործելով առանձնապես խոշոր չափերով վատնում և խոշոր չափերով յուրացում կատարելու դեպքերի առթիվ ՀՀ ազգային անվտանգության ծառայության քննչական դեպարտամենտում հարուցվել է քրեական գործ՝ ՀՀ քրեական օրենսգրքի 179-րդ հոդվածի 3-րդ մասի 1-ին կետով և նույն հոդվածի 2-րդ մասի 1-ին և 3-րդ կետերով:

Ծանուցում. ենթադրյալ հանցանքի մեջ կասկածվողը կամ մեղադրվողը համարվում է անմեղ, քանի դեռ նրա մեղավորությունն ապացուցված չէ ՀՀ քրեական դատավարության օրենսգրքով սահմանված կարգով՝ դատարանի՝ օրինական ուժի մեջ մտած դատավճռով:
