Արցախի ԱԺ նախագահը նախօրեին արձագանքել է Ադրբեջանի դեմոկրատիայի և մարդու իրավունքների ինստիտուտի ղեկավարի՝ թվիթերյան էջում կատարած գրառմանը, որում վերջինս նշել էր, որ հունիսին Ստեփանակերտն անցնելու է զորքերի վերահսկողության տակ:

Նպատակ չունեմ անդրադառնալու ադրբեջանական ՀԿ-ին խորհրդարանի նախագահի մակարդակով արձագանքելուն կամ երեկվանից քննարկվող «ուղղահայացի» մասին թեմային: Ինձ այս հայտարարության մեջ այլ բան է մտահոգում:

Արթուր Թովմասյանն իր հայտարարությունում ընդգծում է՝ «այսօր Արցախի ժողովրդի անվտանգության երաշխավորը ռուս խաղաղապահ ուժերն ու Արցախի բանակն են»։

Հայաստանի ու Արցախի իշխանություններն այսօր կոնսեսուս են ձևավորել առ այն, որ Հայաստանի համար Արցախի թեման փակ է, իսկ Հայաստանի՝ «ձեռքեր լվանալը»՝ օրինաչափություն:

Արցախն արձանագրում է առկա տխուր իրականությունը:

Զուտ մարդկային առումով պարոն Թովմասյանին լավ եմ հասկանում՝ այս ձևակերպումը պատահական չի արվել և արդյունք է Հայաստանի ու Արցախի իշխանությունների վերջին շրջանի երկխոսության և դրանից բխող հետևանքների:

Չեմ էլ կարծում, որ Արցախում գտնվի մի մարդ, ով Հայաստանի՝ Արցախի անվտանգության երաշխավորի առաքելությունից հրաժարվելը նորմալ կամ բնական կդիտարկի:

Այլ բան է, որ Հայաստանի գործող իշխանությունները ինչպես այս, այնպես էլ՝ մեր ժողովրդի համար օրակարգային համարվող այլ հարցերից վաղուց հրաժարվել են:

ԱԺ նախագահի այս հայտարարության մեջ նույնիսկ ներքին ցավ եմ տեսնում, որն արձանագրում է, որ Հայաստանն այս գործընթացում այլևս չկա, իսկ Արցախին մենակ է թողել, ինչը 2020-ի ողբերգության հաջորդ փուլի ամրագրումն է:

Այնուհանդերձ, ի հեճուքս Հայաստանի կամ երրորդ երկրների տարբեր ուժերի, չեմ կարող չարձանագրել, որ անկախ Հայաստանի այսօրվա իշխանությունների վարած քաղաքականությունից, Հայաստանում ու Սփյուռքում կան մեծ թվով մարդիկ, ովքեր իրենց համարում են Արցախի անմնացորդ մասնիկը, պատասխանատվություն են կրում Արցախի վաղվա օրվա համար:

Ըստ այդմ՝ որքան էլ այսօրվա, վաղվա կամ մյուս օրվա կառավարությունները հրաժարվեն Արցախի անվտանգության ապահովման իրենց պատմական դերակատարությունից, միշտ էլ մեր հանրության մեջ կգտնվեն անհատներ, խմբեր, ուժեր, ովքեր արտաքին սպառնալիքի դեպքում կլինեն Արցախում և իրենց դերակատարությունը կունենան Արցախի և Արցախում ապրող մեր հայրենակիցների պաշտպանության ապահովման գործում:
