Արցախում արտահերթ ընտրությունների թեման կարելի է ամենատարբեր դիտանկյուններից քննարկել, սակայն դրա հիմքում կա մեկ կարևոր հարցադրում։

Արդյո՞ք մենք հնարավորություն ունենալու ենք նոր ընտրություններ անցկացնելու և նոր իշխանություն ձևավորելու համար։

Ես Հայաստանում և Արցախում մեծ թվով գործիչների հետ եմ զրուցել՝ հասկանալու, թե արդյո՞ք անհրաժեշտ երաշխիքներ կան, որ գործող նախագահի հեռացումից հետո մենք նոր պրոցեսի հնարավորություն կունենանք։

Որևէ մեկը սրա պատասխանը չունի։

Ես հասկանում եմ Արցախում ապրող մեր հայրենակիցների արդարացի պահանջի ողջ տրամաբանությունը, ովքեր մեզ բաժին հասած պարտության, անհաջողության պատասխանատու համարում են նաև Արցախի գործող նախագահին, սակայն առաջադրվող օրակարգում, պահանջներում, լուծումներում պետք է առավել զգույշ լինենք, որպեսզի մի խնդրի լուծումը մեկ այլ՝ առավել մեծ խնդրի չհանգեցնի։

Արցախի նախագահն էլ իր հերթին պետք է ողջամիտ լուծումներ փնտրի՝ ներսում ստեղծված իրավիճակի հանգուցալուցման համար, որովհետև եթե նույնիսկ ներկայիս ակտիվ գործընթացները մարվեն կամ իրավիճակը հանդարտվի, դա դեռ չի նշանակում, որ մարդկանց մեջ կուտակված պահանջը, զայրույթը, էներգիան սպառվել է։

Ես կարծում եմ, որ ստեղծված պայմաններում, Արցախի քաղաքական դաշտում անհրաժեշտ արմատական վերադասավորումների, փոփոխությունների կարիք կա, սակայն դրա հիմքում պետք է դրվի ոչ թե պաշտոններ նվիրելու, այլ գաղափարական, ծրագրային մոտեցումների հիման վրա փոփոխությունների նոր օրակարգի առաջ քաշումը։

Պատերազմից հետո կար մոդելային քննարկում, ինչը որոշակի խնդիրներ լուծելու էր, սակայն դա տեղի չունեցավ և արդյունքը խորացող նոր ճգնաժամն է, որը կարող է ծանր հետևանքներ ունենալ Արցախի համար։
