Անկախության հռչակագրով հիմնադիր հայրերը ԱՄՆ-ի ժողովրդին ու համայն մարդկությանը ժառանգություն են թողել պետականաշինության, ժողովրդավարության և հիմնարար ազատությունների վեհ գաղափարներ։
Ուրախ ենք, որ Ձեր վարչակազմը վերահաստատել է իր հանձնառությունը ժողովրդավարության ամրապնդման, օրենքի գերակայության, մարդու իրավունքների ու հիմնարար ազատությունների պաշտպանության հարցերում կրկին ստանձնելու միջազգային առաջատարի դերը։
Այդ արժեքները, որոնք կիսում է նաև հայ ժողովուրդը, ընկած են մեր հարաբերությունների հիմքում: Այդ առթիվ ցանկանում եմ երախտագիտություն հայտնել ԱՄՆ-ին՝ Հայաստանի ժողովրդավարական բարեփոխումներին երկարած աջակցության ամուր ձեռքի համար։
Վերջին ժամանակներս համայն մարդկությունը դիմակայում է լուրջ մարտահրավերների՝ համավարակ, կլիմայի փոփոխություն, հակամարտություններ ու պատերազմներ։ Մենք բարձր ենք գնահատում միջազգային հանրությանը, այդ թվում՝ Հայաստանին, համավարակի դեմ պայքարում ցուցաբերած ֆինանսական ու բժշկական անգնահատելի օժանդակությունը։
Մեծապես կարևորում ենք ԱՄՆ-ի միջնորդական ակտիվ դերակատարությունը ԵԱՀԿ ՄԽ համանախագահության շրջանակում և Լեռնային Ղարաբաղի վերջնական կարգավիճակի հստակեցման ուղղությամբ Ձեր երկրի անշեղորեն արտահայտվող հստակ դիրքորոշումը։ Վստահ եմ, որ ԵԱՀԿ Մինսկի խմբի համանախագահողների համատեղ ջանքերով հնարավոր կլինի հասնել Արցախի խնդրի համապարփակ ու արդար կարգավորմանը։
Հայաստանը պատրաստակամ է առավել խորացնելու և ընդլայնելու մեր երկկողմ հարաբերությունները ռազմավարական երկխոսության շրջանակում։ Լիահույս եմ, որ ապագայում կարձանագրենք փոխշահավետ համագործակցության նորանոր ձեռքբերումներ։
