Սյունիքի մարզի Մեղրի համայնքի նախկին ղեկավարի, Գորիս համայնքի և Որոտան, Քարահունջ բնակավայրերի վարչական ղեկավարների, Քաջարան, Սիսիան համայնքների ղեկավարների նկատմամբ քրեական հետապնդում նախաձեռնելու ու նրանց ազատությունից զրկելու հետ կապված հարցերն ի սկզբանե գտնվել են ՀՀ մարդու իրավունքների պաշտպանի ուշադրության կենտրոնում:

Մասնավորապես, Մարդու իրավունքների պաշտպանին ահազանգեր ներկայացնելուց հետո աշխատանքային խումբ է գործուղվել Սյունիքի մարզ, տեղի են ունեցել այցեր ազատությունից զրկված մի շարք ղեկավարների, ինչպես նաև քննարկումներ մարզի բնակիչների հետ: Քննարկումներ են տեղի ունեցել նաև իրավապահ և տեղական ինքնակառավարման նշված մարմիններից մի քանիսի հետ: Առանձին ուսումնասիրվում և վերլուծության են ենթարկվում լրատվամիջոցների և սոցիալական ցանցերի հրապարակումները:

Մարդու իրավունքների պաշտպանին բողոքներ են հասցեագրել համայնքների ղեկավարների փաստաբանները՝ կապված նրանց նկատմամբ հարուցված քրեական հետապնդումների և նրանց ազատությունից զրկելու հետ: Ըստ փաստաբանների՝ քրեական հետապնդումները, ձերբակալումներն ու կալանավորումները չունեն հիմքեր և պետք է անհապաղ դադարեցվեն կամ վերացվեն:

Մարդու իրավունքների պաշտպանի աշխատակազմից արդեն իսկ ուղարկվել են մի շարք պաշտոնական գրություններ:

Դրանից բացի, հունիսի 16-ին Մարդու իրավունքների պաշտպանի աշխատակազմում տեղի է ունեցել հանդիպում փաստաբանների հետ: Մանրամասն քննարկվել են Գորիս, Սիսիան, Քաջարան համայնքների ղեկավարների, Մեղրի համայնքի նախկին ղեկավարի փաստաբանների բարձրացրած և նրանցից յուրաքանչյուրի վստահորդների իրավունքների պաշտպանության հարցերը: Այլ հարցերի թվում փաստաբանները պնդել են, որ իրենց վստահորդներին բերման ենթարկելն ու ձերբակալելը տեղի են ունեցել նրանց իրավունքների խախտումներով, օրենքի խախտմամբ է տեղի ունեցել նաև քրեական հետապնդման նախաձեռնումն ու կալանավորումները: Հանդիպման ընթացքում քննարկվել են նաև Մարդու իրավունքների պաշտպանի կողմից համապատասխան միջոցների ձեռնարկումը:

Սույն հայտարարությամբ հարկ ենք համարում նշել, որ Մարդու իրավունքների պաշտպանի իրավասության սահմաններում շարունակվում է օրենքով նախատեսված միջոցների ձեռնարկումը, այդ թվում՝ քննարկումների, այցերի և պաշտոնական հաղորդակցության միջոցով:
