28 տարի առաջ, 1993 թվականի հուլիսի 23-ին ստեղծվել է Լեռնային Ղարաբաղի Հանրապետության (Արցախի Հանրապետության) Արտաքին գործերի նախարարությունը: Արտաքին քաղաքական գերատեսչության կազմավորումը տեղի է ունեցել դժվար ժամանակաշրջանում, երբ Արցախի ժողովուրդը ստիպված էր հետ մղել Ադրբեջանի սանձազերծած զինված ագրեսիան, որի նպատակը երիտասարդ պետության ոչնչացումն էր։ Ստեղծված իրավիճակում անհրաժեշտ էր ինստիտուցիոնալացնել ռազմական գործողությունների դադարեցմանն ու ադրբեջանա-ղարաբաղյան հակամարտության կարգավորմանն ուղղված բանակցային ջանքերը, ինչպես նաև արտաքին քաղաքական գործունեությունը՝ միտված ազգային շահերի պաշտպանությանը: Արցախի ԱԳՆ-ն նշանակալի ներդրում է ունեցել 1994 թվականի մայիսի 12-ին եռակողմ հրադադարի մասին համաձայնագրի կնքման գործում, որի շնորհիվ դադարեցվեցին ռազմական գործողությունները և պայմաններ ստեղծվեցին երկրի խաղաղ զարգացման համար:

ԱԳՆ կազմավորումը կարևոր նշանակություն ունեցավ նաև Արցախում պետականաշինության տեսանկյունից. անկախ արտաքին քաղաքականություն վարելու ունակությունը կայացած պետության հատկանիշներից մեկն է: Ստեղծման օրվանից Արցախի Հանրապետության ԱԳՆ-ն հետևողական արտաքին քաղաքականություն է վարում` ուղղված Արցախի ռազմավարական շահերի պաշտպանությանը և խթանմանը, մասնավորապես` նրա անկախության միջազգային ճանաչմանը, միջազգային կապերի ընդլայնմանն ու խորացմանը, Հայաստան-Արցախ-Սփյուռք եռամիասնության ամրապնդմանը, ադրբեջանա-ղարաբաղյան հակամարտության և դրա կարգավորման ուղիների վերաբերյալ  հանրապետության իշխանությունների դիրքորոշման պարզաբանմանը, Արցախի մասին իրազեկվածության մակարդակի բարձրացմանը և արտերկրում դրական վարկանիշի ամրապնդմանը, հակազդմանը՝ Ադրբեջանի կողմից  ապատեղեկատվության տարածմանն ու շահարկումներին։

2020 թ. սեպտեմբերի 27-ին Թուրքիայի և միջազգային ահաբեկիչների անմիջական մասնակցությամբ Ադրբեջանի կողմից Արցախի Հանրապետության դեմ սանձազերծված զինված ագրեսիան հանգեցրեց անվտանգային հին սպառնալիքների սրմանը և նորերի առաջացմանը: Այս մարտահրավերների առկայության պայմաններում պրոակտիվ դիվանագիտությունը առանձնահատուկ նշանակություն է ստանում: Նախաձեռնող, իրատեսական և հավասարակշռված արտաքին քաղաքականությունը Արցախի Հանրապետության ազգային անվտանգության արդյունավետ ապահովման, նրա պետական ինքնիշխանության պահպանման և ամրապնդման, տարածքային ամբողջականության վերականգնման, երկրի աշխարհաքաղաքական սուբյեկտայնության բարձրացման, ադրբեջանա-ղարաբաղյան հակամարտության՝ Արցախի ժողովրդի շահերից բխող համապարփակ կարգավորման գրավականն է:
