2021թ. սեպտեմբերի 25-ին ՀՀ պաշտպանության նախարար Արշակ Կարապետյանն ընդունել է գեներալ-լեյտենանտ Ռուստամ Մուրադովին, գեներալ-լեյտենանտ Գենադի Անաշկինին և գեներալ-մայոր Միխայիլ Կոսոբոկովին: Ռուսաստանի հարավային ռազմական օկրուգի հրամանատարի տեղակալ, գեներալ-լեյտենանտ Ռուստամ Մուրադովը ներկայացրել է Արցախում Ռուսաստանի Դաշնության խաղաղապահ ուժերի նորանշանակ հրամանատար, ՌԴ ազգային հերոս, գեներալ-լեյտենանտ Գենադի Անաշկինին, տեղեկացնում են ՊՆ-ից։

Սեպտեմբերի 9-ին ՀՀ պաշտպանության նախարարն ընդունել էր Արցախում ՌԴ խաղաղապահ ուժերի նորանշանակ հրամանատար Կոսոբոկովին։ Փաստորեն, երկու շաբաթ անց նշանակվում է նոր հրամանատար, եւ պաշտոնական բացատրություն չկա, թե ինչու։ Հիշեցնենք, որ հրամանատարը նշանակվում է 6 ամիս ռոտացիայով, թեեւ Մուրադովի ժամկետը երկարացվել էր։

 

Ընդամենը 2 շաբաթ պաշտոնավարած գեներալ-մայոր Կոսոբոկով

Կոսոբոկովի կարճատեւ պաշտոնավարումն Արցախում «նշանավորվեց» Ամարասի վանական համալիրի դրոշի միջադեպով։ Ըստ տարածված տեղեկատվության, Բաքվի զինվորականներն այդ ուղղությամբ առաջ էին եկել մոտ 1 կմ, այնուհետեւ ռուս խաղաղապահների հետ բանակցությունների արդյունքում հետ էին գնացել, սակայն պայմանով, որ Արցախի դրոշը հանվի։

Արցախում խոսակցություն կա, որ Մարտունու շրջանում մեկ այլ միջադեպ էլ էր գրանցվել՝ հայկական ուժերը բռնել էին երկու ադրբեջանցի զինվորականի, սակայն ռուս խաղաղապահները նրանց վերադարձրել էին։ Այս տեղեկության պաշտոնական հաստատում չկա։

Արդյոք այս միջադեպերի հետ է կապված ռուս խաղաղապահների հրամանատարի հապճեպ փոփոխությունը։

 

Մուրադովը Մարտակերտում հայտնաբերված և իրավապահ մարմինների կողմից կալանավորված Ադրբեջանի զինված ուժերի զինծառայող Ջամիլ Բաբաևի հետ

Մուրադովի հրամանատարության շրջանն էլ նշանավորվեց նման միջադեպով՝ Արցախի Մարտունի քաղաքում Նժդեհի հուշարձանի ապամոնտաժման պահանջով, սակայն մարտունեցիները պաշտպանեցին արձանը։ Մուրադովի օրոք Ստեփանակերտում երկու մզկիթ է կառուցվել։ Հիշվում է նաեւ Մարտակերտում բռնված Բաքվի լրտես-զինվորական Ջամիլ Բաբաևի դեպքը, որի հետ Մուրադովն անձամբ լուսանկարվել էր եւ նրան փոխանակել երկու հայ գերիների հետ։
