Հոկտեմբերի 9-ին Բաքվի զինված ուժերի դիպուկահարի կրակոցից մահացու վիրավորում է ստացել Արցախի Հանրապետության Մարտակերտ քաղաքի բնակիչ, որը գյուղատնտեսական աշխատանքներ էր իրականացնում քաղաքի հարակից տարածքում:

«Արցախի արտաքին գործերի նախարարությունը խստորեն դատապարտում է Ադրբեջանի նման ագրեսիվ պահվածքը և սադրիչ գործողությունները՝ միտված Արցախի Հանրապետության խաղաղ բնակչության շրջանում վախի մթնոլորտի ստեղծմանն ու Արցախի հայաթափմանը: Ադրբեջանը նաև հեռահար նպատակներ է հետապնդում․ խափանել Ռուսաստանի Դաշնության խաղաղապահ առաքելության իրականացումն ու կասկածի տակ դնել խաղաղապահների գործունեության արդյունավետությունը», ասվում է Արցախի ԱԳՆ հայտարարության մեջ։

Արցախի ԱԳՆ հայտարարության մեջ չի ասվում, որ ՌԴ խաղաղապահ կոնտինգենտը չի կարողացել պաշտպանել խաղաղ բնակչին, ինչը նախատեսված է եռակողմ հայտարարությամբ, պահանջներ չի դրել։ Դրա փոխարեն ԱԳՆ-ն պնդում է, որ ռուսական խաղաղապահ առաքելությունն այլընտրանք չունի։

Պաշտոնական Ստեփանակերտն առաջին անգամ չէ ՌԴ խաղաղապահների «դատապաշտպանի» դերում հանդես գալիս։ Մինսկի խմբի շրջանակներում բանակցությունների վերսկսման եւ Արցախի կարգավիճակի քննարկման անհրաժեշտության մասին հազիվ լսվող կոչերի ֆոնին՝ Արցախի իշխանությունները չեն պահանջում առավել ապահով երաշխիքներ, այդ թվում միջազգային ուժերի ներկայություն եւ անվտանգության միջազգային մեխանիզմների ներդրում, որոնք ԵԱՀԿ Մինսկի խմբի համանախագահներն առաջարկում էին դեռ 2015 թվականին։

Արցախի ԱԳՆ գերադասում է ռուս խաղաղապահության փաստաբանի դերը։ Հայ տրակտորիստի սպանությունը (ըստ տեղեկությունների՝ այդ պահին ապահովության համար նրա կողքին էր գտնվում ռուս խաղաղապահը), պետք է եւս մեկ փաստարկ դառնա, որ Արցախի իշխանությունները մտածեն բնակչության անվտանգության մասին, ոչ թե քաշեն «ռուս խաղաղապահների գործունեության արդյունավետության» հոգսը։
