Իրանի Իսլամական Հանրապետության գլխավոր դատախազ Մոհամմադ Ջաֆար Մոնթազերին Հայաստանի Հանրապետություն կատարած իր հագեցած աշխատանքային այցն ավարտել է ՀՀ ԱՆ «Արմավիր» քրեակատարողական հիմնարկ այցելությամբ:

 

Դատախազությունից  հայտնում են, որ նրա նպատակն էր ծանոթանալ «Արմավիր» ՔԿՀ-ում գտնվող Իրանի քաղաքացի դատապարտյալների և նախնական կալանքի տակ գտնվող անձանց պահման պայմաններին:

ՀՀ ԱՆ քրեակատարողական հիմնարկներում և հիմնականում «Արմավիր» ՔԿՀ-ում ներկա պահին գտվում է ԻԻՀ 35 քաղաքացի: Նրանցից 10-ի նկատմամբ առկա է օրինական ուժի մեջ մտած դատավճիռ, 7-ի վերաբերյալ թեև կա կայացված դատավճիռ, սակայն դրանք գտնվում են դատական բողոքարկման փուլում, իսկ 18 անձ նախաքննության կամ դատաքննության փուլում գտնվող քրեական գործերով գտնվում է նախնական կալանքի տակ:

Իրավական ոլորտում հայ-իրանական համագործակցության զարգացման համատեքստում հետագա պատիժը հայրենիքում կրելու նպատակով 2020-2021թթ. ընթացքում ՀՀ-ի կողմից ԻԻՀ-ին է հանձնվել այդ երկրի 47 քաղաքացի:

ՀՀ գլխավոր դատախազի տեղակալ Արմեն Աֆանդյանի և «Արմավիր» ՔԿՀ պետ Արտակ Ղազարյանի ուղեկցությամբ պարոն Մոթազերին շրջել է քրեակատարողական հիմնարկի վարչական, ինչպես նաև պահվող անձանց բնակելի տարածքներում, զբոսահրապարակներում:

Տեղում անմիջականորեն ծանոթացել է  պահվող անձանց կեցության պայմաններին, Իրանի քաղաքացիների առողջության պահպանման և սպասարկման համար քրեակատարողական հիմնարկում առկա կարողություններին: Նա հետաքրքրվել է նաև դատապարտյալների սննդի որակից և խոհանոցային պայմաններից, ինչպես նաև առօրյայի կազմակերպման ուղղությամբ տարվող աշխատանքներից:

ԻԻՀ գլխավոր դատախազին ընդհանուր գծերով ներկայացվել է քրեակատարողական ծառայությունում իրականացվող և նախանշվող բարեփոխումների էությունը, նպատակներն ու խնդիրները, որոնք ուղղված են առաջին հերթին ՀՀ քրեակատարողական հիմնարկներում գտնվող անձանց, այդ թվում նաև օտարերկրացիների պահման պայմանների, նրանց կենսական և այլ իրավունքների պաշտպանության, ինչպես նաև վերասոցիալականացման մեխանիզմների բարելավմանը:

ԻԻՀ գլխավոր դատախազը նաև զրուցել է ՔԿՀ-ում անազատության մեջ գտնվող Իրանի քաղաքացիների հետ, լսել նրանց կարծիքներն իրենց նկատմամբ ՔԿՀ-ում դրսևորվող վերաբերմունքի, պահման ընդհանուր վիճակի մասին, պատասխանել նրանց հարցերին:

Մոհամմադ Ջաֆար Մոնթազերին գոհունակություն է հայտնել ԻԻՀ քաղաքացիների համար քրեակատարողական հիմնարկում ստեղծված  պայմանների, նրանց իրավունքների ապահովման վիճակի կապակցությամբ:
