Քաջարանում կալանքից ազատ արձակված Մանվել Փարամազյանին մեծ շուքով են դիմավորել

Սյունիքի մարզի Քաջարան համայնքում մեծ շուքով են դիմավորել օրեր առաջ կալանքից ազատ արձակված համայնքապետ Մանվել Փարամազյանին։

Հիշեցնենք, որ Սյունիքի մարզի ընդհանուր իրավասության դատարանը Մանվել Փարամազյանին գրավի դիմաց ազատ արձակելու վերաբերյալ որոշում էր կայացրել, եւ  դեկտեմբերի 18-ին նա դուրս էր եկել «Դատապարտյալների հիվանդանոց»-ից․ Փարամազյանն առողջական խնդիր ունի։

Մանվել Փարամազյանը մեղադրվում է հանցավոր ճանապարհով ձեռք բերված գույքը պարտակելու եղանակներով Արմեն Անդրեասյանին հափշտակելուն օժանդակելու մեջ։ Ըստ մեղադրանքի՝ ՀՀ Քաջարան համայնքի Լեռնագործների 18 հասցեում գրանցված մոլիբդենային, պղնձի եւ այլ գունավոր մետաղների արդյունահանմամբ ու հարստացմամբ զբաղվող «Զանգեզուրի պղնձամոլիբդենային կոմբինատ» ՓԲ ընկերության առանձնապես խոշոր չափերի՝ շուրջ 65, 403, 333 ՀՀ դրամ գույքը, Նվեր Մկրտչյանի եւ Քաջարանի համայնքապետարանի ֆինանսատնտեսագիտական, եկամուտների հաշվառման եւ հավաքագրման բաժնի պետ Վազգեն Ռուշանի Ազարյանի օժանդակությամբ ստացել է առանձնապես խոշոր չափերով կաշառք՝ իր լիազորությունների շրջանակում գործողություններ կատարելու, պաշտոնեական դիրքն օգտագործելով այդպիսի գործողությունների կատարմանը նպաստելու համար:

Բացի այդ, ըստ մեղադրանքի, Մանվել Փարամազյանը, Քաջարանի համայնքապետարանի աշխատակազմի համայնքային կառավարման տեղեկատվական համակարգի կառավարող Ռոզա Ստեփանյանի, նույն համայնքի ղեկավարի տեղակալ Զոհրապ Առաքելյանի, ինչպես նաեւ Քաջարանի համայնքապետարանի՝ դեռեւս ինքնությունները չպարզված այլ աշխատակիցների օժանդակությամբ, շահադիտական դրդումներով պաշտոնեական փաստաթղթերում ակնհայտ կեղծ տեղեկություններ մտցնելու եղանակով եւ կեղծ փաստաթղթեր կազմելու միջոցով 2018-2019 թվականների ընթացքում կատարել է պաշտոնեական կեղծիքներ։ Մանվել Փարամազյանը, մեղադրանքի համաձայն, պաշտոնեական դիրքն օգտագործելով, Ռոզա Ստեփանյանի, Զոհրապ Տիգրանի Առաքելյանի, ինչպես նաեւ համայնքապետարանի՝ դեռեւս ինքնությունները չպարզված այլ աշխատակիցների օժանդակությամբ, կատարել է Քաջարան համայնքի՝ իրեն վստահված զգալի չափերով գումարի յուրացում:

Փարամազյանի պաշտպանները պնդում են, որ Փարամազյանին առաջադրված մեղադրանքն անհիմն է, եւ որ չկա գեթ մեկ ապացույց, որով կհիմնավորվի, որ Փարամազյանը որևէ հանցագործություն է արել:
