Հավաքական անվտանգության պայմանագրի կազմակերպության (ՀԱՊԿ) խաղաղապահ ուժերը մեկնել են Ղազախստան: ՀԱՊԿ խաղաղապահ ուժերի կազմում են ռուսական օդադեսանտային ուժերը, որոնց հիմնական գործառույթն է լինելու պահպանել պետական ու ռազմական օբյեկտները, նպաստել երկրում կայունության հաստատմանը: ՀԱՊԿ առաջապահ ուժերը արդեն իսկ անցել են իրենց պարտավորությունների իրականացմանը: Ղազախստան ուղարկված ՀԱՊԿ խաղաղապահ ստորաբաժանման կազմում են ՌԴ-ն, Հայաստանը, Բելառուսը, Տաջիկստանը և Ղրղզստանը ներկայացնող ուժերը:

Անդրադառնալով ՀԱՊԿ-ի որոշմանը և Հայաստանյան արձագանքին` քաղաքագետն ասաց․ «Այս որոշումը հայ հանրության կողմից միանշանակ չընդունվեց։ Մենք հիմա տեսնում ենք հանրային քննարկումները սոցիալական ցանցերում, որտեղ քննադատվում է այն քայլը այն առումով, որ ժամանակին Ղազախստանը Արցախյան 44 օրյա պատերազմից հետո շնորհավորել էր Ադրբեջանին, այդ ընթացքում Ղազախստանը ադրբեջանական դիրքորոշում է ունեցել, 44 օրյա պատերազմի ժամանակ ՀԱՊԿ-ը չի արձագանքել և չի օգնել։ Այս բոլորը այնքան բացասական էմոցյաներ են կուտակել մեր հանրության շրջանում, որ այսօր երբ ՀԱՊԿ-ը որոշել է զինված ուժեր ուղարկել Ղազախստան Հայ հասարակության մեջ քննադատողներն ու վրդովված մարդիկ շատ են։ Իհարկե այստեղ որոշ չափով կա ճշմարտություն, և դժգոհությունը ՀԱՊԿ-ից, ինչպես նաև նախկինում Ղազախստանի և հատկապես Նորսուլթան Նազարբաևի Ղարաբաղյան հակամարտության վերաբերյալ ունեցած դիրքորոշումից անշուշտ, տեղին է։ Բայց այստեղ կարևոր է հասկանալ, որ ՀԱՊԿ-ում որոշում ընդունողը Ռուսաստանն է, և իրականում Ռուսաստանը Հայաստանի թիվ մեկ ռազմաքաղաքական դաշնակիցն է, Հայաստանի և Արցախի անվտանգության երաշխավորն է, և հիմա եթե Ռուսաստանին պետք է, որ ՀԱՊԿ-ը այդ ուժերն ուղարկի Ղազախստան և այնտեղ պահպանի պրոռուսական վարչակարգը, Հայաստանի հրաժարվելը կամ չմասնակցելը կարող էր վնասել հայկական շահերին և կարող էր վատ ընդունվել Մոսկվայի կողմից։ Այդ պատճառով հայ հասարակության գոհ կամ դժգոհ լինելը մեզ համար նշանակություն չունի և մենք դրա վրա չպետք է կենտրոնանանք։ Այլ մենք ավելի շատ պետք է կենտրոնանանք այն հանգամանքի վրա, որ մենք ամեն դեպքում պետք է գործենք համահունչ ռուսական պետական բարձրագույն ղեկավարության ձգտումների և նրանց քայլերին, որովհետև Հայաստանի ներկա ռազմաքաղաքական վիճակը և կիսապատերազմական վիճակը մեզ համար բավականին պայթյունավտանգ իրավիճակ է ստեղծվել այս ամենով և մենք պետք է պահպանենք անդամակցությունը ՀԱՊԿ-ին և նրանց կոլեկտիվ գործողություններին չհակառակվելով ռուսական շահերին, և այս ամենը մենք ոչ թե պետք է գնահատենք բարոյականության տեսակետից այլ իրատեսական անվտանգային քաղաքականության շահերից»։
