Հավաքական անվտանգության պայմանագրի կազմակերպության (ՀԱՊԿ) խաղաղապահ ուժերը մեկնել են Ղազախստան: Ղազախստան ուղարկված ՀԱՊԿ խաղաղապահ ստորաբաժանման կազմում են ՌԴ-ն, Հայաստանը, Բելառուսը, Տաջիկստանը և Ղրղզստանը ներկայացնող ուժերը:

Այս թեմայի շուրջ Orer.am կայքը զրուցել է քաղաքագետ Լևոն Շիրինյանի հետ։

Անդրադառնալով Հայաստանյան արձագանքներին` քաղաքագետն ասաց, որ բնականաբար մեր հասարակության կողմից միանշանակ չէր ընդունվելու այդ որոշումը․ «Բնական է, որ միանշանակ չի ընդունվել, որովհետև ՀԱՊԿ-ը չի եկել, ՀԱՊԿ-ը չի տեսել և մեր հարցերին չի մասնակցել, բայց Հայաստանը ՀԱՊԿ անդամ է և ունի պարտականություններ։ Խնդիրը նաև այն է, որ այս անգամ ՀԱՊԿ-ը նախագահում է Հայաստանը և չնայած որ միանշանակ չէր ընդունվելու բայց ամեն դեպքում դա լինելու էր»։

Լևոն Շիրինյանը կարծում է, որ Հայաստանը ժամանակին պարզապես պետք է դուրս գար ՀԱՊԿ-ից․ «Մեր կուսակցությունը գտնում է, որ Հայաստանը պետք է դուրս գար ՀԱՊԿ անդամակցությունից, իսկ ԵԱՀԿ-ում պետք է լինի դիտորդի կարգավիճակում, բայց քանի որ դա չի արել  ունի և պարտավորություններ, և պայմանագիր ստեղծվում է հակասական իրավիճակ։ Պետությունը ունի պայմանագրային պարտավորություններ և պետք է պահի իր պարտավորությունները։ Այդ պատճառով նախ ինչ-որ կառույցի անդամակցելու համար պետությունը պետք է լավ մտածի այդ ուղղությամբ»։

Հարցին, թե Հայաստանի համար սա ինչ հետևանք կարող է ունենալ` քաղաքագետն ասաց, որ ոչ մի հետևանք չի ունենալու հատկապես, որ մեր 70 խաղաղապահները պարզապես վերահսկելու են մի քանի հատուկ նշանակության կառույցներ․ «Մեզ համար ոչ մի հետևանք չի ունենալու։ Մեր խաղաղապահները պարզապես ադմինիստրատիվ շենքերի անվտանգությունն են վերահսկելու և իրենք որևէ գործողության չեն մասնակցելու, իրենց կյանքին ոչ մի վտանգ չի սպառնում։ Չեմ կարող ասել, թե Հայաստանի վրա որևէ ճնշում եղել է թե ոչ, բայց Հայաստանը Ռուսաստանի հետ հարաբերությունների սրման չէր գնա և կատարել է իր պայմանագրային պարտավորությունները»։

Հարցին, թե Թուրքիան ու Ադրբեջանը կատարվածի մասով մտահոգությունների առիթ ունեն` քաղաքագետն ասաց, որ միանշանակ ունեն, քանի որ այդ նույն ալիքը իրենց է սպառնում։
