Ոչ իշխանական դաշտը լյուստրիացիայի ենթարկելու Նիկոլ Փաշինյանի նախաձեռնությունը (Սերժ Սարգսյանին իմպիչմենթ հայտնելու) երեկ խորհրդարանում տապալվեց, սակայն Փաշինյանն ըստ ամենայնի մտադրություն ունի ոչ իշխանական դաշտում լարվածությունը դեռ երկար պահել: Նա հայտարարեց, որ նախագիծը մնալու է ԱԺ-ում, որոշակի լրամշակումից հետո այն օրենսդրական նախաձեռնության կարգով կդրվի շրջանառության մեջ: Գրում է «Հրապարակ»-ը:
Սա նշանակում է, որ հարցն առնվազն պետք է քննարկվի գլխադասային հանձնաժողովում և քվեարկության դրվի ԱԺ լիագումար նիստում՝ օրակարգում ընդգրկվելու համար: 131 պատգամավորներից ընդամենը 3-ի ստորագրությունը դրվեց նախագծի տակ, որով առաջարկվում էր ՀՀ նախագահի պաշտոնանկության հարցը դարձնել ԱԺ քննարկման նյութ: Չնայած քառօրյայի նիստում մի վերջին անգամ Փաշինյանը հորդորեց պատգամավորներին օգտվել իրենց իրավունքից և մինչև ժամը 1:30-ը միանալ Սերժ Սարգսյանի պաշտոնանկության գործընթացին՝ ընդգծելով, որ անհրաժեշտության դեպքում պատրաստ է փոփոխություններ կատարել որոշման նախագծում, սակայն պատգամավորի հորդորը որևէ ազդեցություն չգործեց: Ստորագրողներն էին «Ժառանգություն» խմբակցությունից Զարուհի Փոստանջյանն ու Ալեքսանդր Արզումանյանը: Արտաշես Գեղամյանն անգամ «առիթավորվեց»: «Եթե 131 հոգուց 3 հոգի է ստորագրել, նշանակում է Հայաստանի Հանրապետության նախագահի քաղաքականությունն այս դժվարին պահին, երբ տարածաշրջանը կանգնած է լուրջ մարտահրավերների առաջ, օգտվում է լիարժեք վստահությունից Ազգային ժողովի կողմից»,- ասաց նա:
Խորհրդարանի նիստի մեկնարկից առաջ ոչ իշխանական բոլոր խմբակցություններում նիստ էին հրավիրել: Նախաձեռնությանը չմիանալու պատճառները հետևյալն էին: «Ժառանգություն» խմբակցության ղեկավար Ռուբեն Հակոբյանն այսպես բացատրեց. «Ակնհայտ էր՝ խնդիր դրված չէր իսկապես իմպիչմենթի հարց կազմակերպել, այլապես Փաշինյանը պետք է նախապես զրուցեր այն քաղաքական ուժերի հետ, որոնց ստորագրությունն ակնկալում էր: Նման բան չի եղել: Ես կարծում եմ՝ եթե փաստաթուղթը նախապես քննարկվեր քաղաքական ուժերի կողմից, լուրջ առաջարկություններ կլինեին: Օրինակ, ես մտածում եմ, որ ամենահամոզիչ փաստարկներից մեկը պետք է լիներ առաջին կետում, և դա 2013 թվականի նախագահական ընտրությունների կեղծումն էր, որը չկա այդ փաստաթղթում»: Հակոբյանի խոսքով, Փաշինյանն ընդամենը ոչ իշխանական դաշտում լյուստրացիա անելու նպատակ էր հետապնդում: «Բարգավաճ Հայաստանը», որը խորհրդարանում 36 պատգամավոր ունի, և, ըստ էության, այս ուժից էր կախված, թե Սերժ Սարգսյանի պաշտոնանկության հարցը քննարկման առարկա կդառնա՞ր, չմիանալու իր բացատրությունն ունի:
Պարզվում է՝ ԲՀԿ-ն կիսում է նախագահին պաշտոնանկ անելու Փաշինյանի որոշման նախագծում տեղ գտած մտահոգությունները, բայց չի միանում դրան, քանի որ վստահ է՝ այն որևէ արդյունք չի ունենալու: «Այն բոլոր մտահոգությունները և երկրում առկա վիճակի նկատմամբ վերաբերմունքը, որն արտահայտել է իր նախագծով պատգամավոր Փաշինյանը, կիսում ենք և ընդունում ենք: Բայց վիճակն իրատեսականորեն հետևյալն է՝ այդ նախաձեռնությունն ապահովելու է ընդամենը մեկ քայլանոց գործողություն և այդ իսկ քայլով ավարտվելու է անհաջողությամբ»,- կուսակցության դիրքորոշումը փոխանցեց ԲՀԿ խոսնակ Տիգրան Ուրիխանյանը:
Իսկ ԲՀԿ-ական մեկ այլ պատգամավոր՝ Մարտուն Գրիգորյանն էլ ավելի անկեղծացավ ու մեզ փոխանցեց, որ «այդ հարցն» իրենց օրակարգում չունեն: «Իսկ ո՞ւմ փոփոխությունն եք պահանջում իշխանափոխություն պահանջելով» մեր հարցից պատգամավորը ժպտաց. «Ես նորից եմ կրկնում՝ այս պահին մենք այդ հարցը չենք քննարկում, եթե քննարկենք, կհայտարարենք, իսկ մենք ասել ենք, թե ինչ ենք պահանջում»: «Ո՞ւր ա ընդեղ իմպիչմենթ: Ես կարդացել եմ, ու այդ տեքստն ինձ ավելի շատ հիշեցնում է դպրոցական տարիների գովասանագիր»,- ասաց ԲՀԿ-ական Լյովա Խաչատրյանը:
