Երևանի թաղամասերից մեկում ՄԻՊ-ի պաշտպանի աջակցությամբ 19 բաժանորդների համար խմելու ջրի նոր համակարգ է կառուցվել

Դեռևս 2019 թվականին ՀՀ մարդու իրավունքների պաշտպանին Երևան քաղաքի թաղամասերից մեկից դիմել էին խմելու ջրի մատակարարման և ջրահեռացման նոր համակարգ կառուցելուն աջակցելու հարցով։

ՄԻՊ-ից հայտնում են, որ բողոք ներկայացրած անձը նշել էր, որ ջրագծերի վնասման արդյունքում բնակիչներին մատակարարվում է անորակ ջուր, ձմռանը ջրագծերում ջուրը սառչում է, իսկ հետևանքները վերացվում են բնակիչների կողմից։

Բնակելի տների ջրագծերի վերանորոգման կամ ջրամատակարարման նոր համակարգ կառուցելու առաջարկներով Պաշտպանը համապատասխան գրություններ էր հասցեագրել Ջրային կոմիտեին, ՀՀ հանրային ծառայությունները կարգավորող հանձնաժողովին, «Վեոլիա Ջուր» ՓԲ ընկերությանը։ Պատասխաններ են ստացվել այն մասին, որ կատարված ուսումնասիրության արդյունքում պարզվել է, որ նշված հատվածի բնակիչներին պատկանող ջրագծերը կառուցվել են առանց տեխնիկական նորմերի պահպանման (մասնավորապես՝ առանց խողովակների ջերմամեկուսացման և թաղման նվազագույն խորությունների պահպանման), հիմնականում անցնում են տարածքի տնտեսություններին պատկանող հողամասերով և հանդիսանում են ներքին ցանց, որի սպասարկումը դուրս է «Վեոլիա Ջուր» ՓԲ ընկերության գործառույթներից։

Հետևաբար, ջրագծերի վերակառուցումը, իսկ անհրաժեշտության դեպքում նաև կատարված միացման փոփոխությունը պետք է իրականացվի բաժանորդների միջոցների հաշվին։

Պաշտպանը խնդրի վերաբերյալ իրավասու մարմիններին է ուղարկել բազմաթիվ  գրություններ, այդ թվում՝ Ջրային կոմիտե։ Մասնավորապես, պարզաբանումներ են պահանջվել փողոցի ջրագծերի վերակառուցման աշխատանքները նախատեսվող ներդրումային ծրագրերում ընդգրկելու վերաբերյալ։

2021 թվականին Ջրային կոմիտե կրկին գրություն է հասցեագրել՝ կապված նշված բնակելի տների ջրամատակարարման խնդիրը Երևանի ջրամատակարարման բարելավման ծրագրի շրջանակներում ներառելու և թաղամասում ջրամատակարարման խնդրի կարգավորման ուղղությամբ ձեռնարկված միջոցառումների հետ։

Պատասխան է ստացվել այն մասին, որ բնակելի տների ջրամատակարարման բաշխիչ ցանցը վերակառուցվել է Երևանի ջրամատակարարման բարելավման ծրագրի շրջանակներում և ներկայում բոլոր 19 բաժանորդների ջրամատակարարումն իրականացվում է նոր համակարգով։
