Վերջին օրերին հայկական ներքաղաքական տիրույթում շատ է խոսվում այն մասին, որ, այսպես կոչված, «Շուշիի հռչակագիրը» սպառնալիք է Հայաստանի և Արցախի համար։ Նման հայտարարությունների նոր առիթը այդ հռչակագրի վավերացումն էր Ադրբեջանի և Թուրքիայի խորհրդարանների կողմից:

Այսպես կոչված «հռչակագիր» ասվածը, ինչպես հայտնի է, ստորագրվեց նախորդ տարի ամռանը, երբ Էրդողանն ու Ալիևն այցելել էին պատերազմի հետևանքով իրենց օկուպացրած  Շուշի: Ընդ որում, թերևս կասկածից վեր է, որ վավերացման ժամկետը ամենևին պատահական չէր: Այդ հռչակագրի վավերացումը տեղի ունեցավ Ուկրաինայի շուրջ թեժ զարգացումների ֆոնին, որտեղ Անկարան դրսևորում էր միջնորդական հավակնություն, սակայն չէր ստանում Մոսկվայի հավանությունը: Իսկ Շուշիի հռչակագիրը հասցեագրված է հենց Մոսկվային:

Ըստ էության, Շուշիի հռչակագիր կոչվածը հայկական կողմի համար, ըստ էության, «ոչինչ» է: Որպեսզի այստեղ զերծ լինենք տարատեսակ թյուրընկալումներից և դրանցով պայմանավորված հնարավոր հիստերիայից, հստակեցնենք՝ Շուշիի հռչակագիրն այդ առումով «ոչինչ» է, որովհետև այդ հռչակագրի բացակայությունը դույզն իսկ չէր նվազեցնելու այն սպառնալիքը, որ Հայաստանի ու Արցախի համար առկա է հետպատերազմյան ստատուս-քվոյի, թուրք-ադրբեջանական ռազմավարական գործակցության, Շուշիի, Հադրութի և այլ տարածքների օկուպացվածության պայմաններում: Եթե Էրդողանն ու Ալիևը Շուշիում որևէ թուղթ էլ չստորագրեին, դա չէր նշանակելու, թե նրանց քաղաքականությունն ու մտադրությունները, նրանց պարտադրած պատերազմի հետևանքները ավելի նվազ սպառնալից էին լինելու Հայաստանի ու Արցախի անվտանգության տեսանկյունից: Առավել ևս, որ «Շուշիի հռչակագիր» ասվածն Էրդողանն ու Ալիևը, այսպես ասած, «հիմնել» են 1994 և 2010 թվականների թուրք ադրբեջանական ռազմավարական փաստաթղթերի վրա, որոնք վերաբերում են երկկողմ բազմաբնույթ գործակցությանն ու անհրաժեշտության դեպքում փոխօգնությանը:

Եթե ասվածը ներկայացնենք էլ ավելի պարզ, ապա Շուշիում ընդամենը հետպատերազմական իրողությունների բերումով, այսպես ասած, նոր կնիք են ավելացրել այդ ամենի վրա: Լիներ այդ կնիքը, թե ոչ, սպառնալիքը կար, լինելու էր, և լինելու է, հետևաբար գլխավոր հարցը Հայաստանի ու Արցախի անվտանգության տեսանկյունից այն է, թե ինչպես պետք է կառավարվի այդ սպառնալիքը՝ ռազմական տրամաբանության էսկալացիայի նոր խթաններո՞վ, թե՞ այդուհանդերձ դիվանագիտական նոր հնարքներով, որոնք թույլ կտան թե՛ Հայաստանի, թե՛ Արցախի համար շահել հետպատերազմական վերականգնման առավելագույնս մեծ ժամանակ և կայուն տարածություն:
