Գաղտնիք չէ, որ իշխանափոխությունից հետո կառավարությունը հրաժարվեց հողօգտագործողներին կամ գյուղացիական տնտեսություններին պարարտանյութերի, սերմերի, դիզվառելիքի գների սուբսիդավորման տեսքով տրամադրվող օժանդակության ծրագրերից։ Այն ժամանակ դա հիմնավորում էին այդ ծրագրերի կոռուպցիոն բնույթով։ Հենց այդ փուլում էր, որ պարբերաբար հայտարարում էին, թե դրանք չարաշահումների հետ կապված լուրջ ռիսկեր են պարունակում, բացի այդ էլ՝ արդյունավետ չեն։ Եվ այդ ֆոնի վրա էլ որոշեցին նախապատվությունը տալ գյուղատնտեսական վարկերի սուբսիդավորմանը։

Նշենք, որ գյուղվարկերի սուբսիդավորում նախկինում էլ էին իրականացնում, բայց իշխանազավթումից հետո դրանք դարձան համատարած։ Գյուղատնտեսական գրեթե բոլոր ծրագրերում առաջնահերթությունը տալիս էին վարկերի սուբսիդավորմանը։ Ավելին՝ էկոնոմիկայի նախարարն ասում էր, որ պետության կողմից սուբսիդավորվող էժան վարկերը փոխարինել են գյուղացիական տնտեսություններին տրվող աջակցության նախկին բազմաթիվ այլ ծրագրերին: «Այսպիսի փոփոխությամբ մենք անցած տարի ազատվել ենք կոռուպցիոն բազմաթիվ ռիսկեր պարունակող օգնության ծրագրերից՝ պարարտանյութ, սերմացու, դիզվառելիք և այլն»,-  2020-ի սկզբին նշել էր Քերոբյանը։

Զարմանալիորեն այս հայտարարությունից 2 տարի անց նույն Քերոբյանը ներկայացրել է գյուղացիական տնտեսություններին մատակարարվող պարարտանյութի գնի սուբսիդավորման ծրագիր։ Այսինքն նույն այնպիսի ծրագիր, որը նախկինում համարում էր կոռուպցիոն բազմաթիվ ռիսկեր պարունակող։ Հարց է առաջանում, թե ո՞ւր մնացին այդ կոռուպցիոն ռիսկերը։ Այստեղ խնդիրն ամենևին էլ ծրագրի մեջ չէ, քանի որ պարարտանյութի շուկայում ստեղծված իրավիճակում դա այն նվազագույնն է, որը պարտավոր էր անել կառավարությունը։

Ըստ էության, նորմալ է, որ պարարտանյութի գները գյուղացիական տնտեսությունների համար պիտի սուբսիդավորվեն։ Խնդիրն այն երկակիության մեջ է, որը ցուցաբերում են մեր պաշտոնյաները նույն երևույթների վերաբերյալ. եթե նախկիններն են արել, պարտադիր վատ է ու մեջը կոռուպցիա կա, իսկ եթե իրենք են անում, ամեն ինչ մաքուր է ու անարատ՝ զերծ կոռուպցիայից ու կոռուպցիոն ռիսկերից։ Ոչ ոքի համար գաղտնիք չէ, որ նախկինում եղած վատի հետ լավն էլ մերժելու արատավոր պրակտիկան, որը որդեգրել են այս իշխանությունները, մեզ բերեցին-հասցրեցին ահա այս օրվան։ Միայն չորս տարի իշխելուց հետո գյուղացուն օգնելու իշխանությունների միակ խելամիտ տարբերակն այս պարագայում պարարտանյութերի գների սուբսիդավորումն է։

Ինչպես հայտնի է, Նիկոլ Փաշինյանի իշխանազավթումից հետո գյուղատնտեսության մեջ բացարձակապես աճ չի եղել։ Ոլորտը միայն հետ է գնացել. անկում է արձանագրվել անկումից հետո։ Դժվար է ասել, որ հիմա որոշել են հիմնովին փոխել վերաբերմունքը նախկին ծրագրերի նկատմամբ, բայց տեսնում ենք, որ այդ ծրագրերը նաև վերադառնում են, հիմնականում այն տեսքով, ինչի համար նախկիններին քննադատում էին։
