«Բաքուն 5 կետանոց վերջնագիր է ներկայացրել Հայաստանին, Մոսկվայի հետ համաձայնությամբ, որն արեւմտյան ճակատում խրվելուն զուգահեռ փորձում է արագացնել «կարգավորումը» Կովկասում, այն է՝ Հայաստանի կապիտուլյացիան եւ հայկական պետականության ոչնչացումը։ Փաշինյանի հետ Պուտինի հեռախոսազրույցի եւ ՌԴ ԱԳՆ ներկայացուցչի ճեպազրույցի բովանդակությունը դրա վկայությունն է։

Բաքվի հետ «առանց նախապայմանների խաղաղության պայմանագրի» մասին Քպ-ական իշխանության հայտարարությունները երաշխիքներ են Մոսկվային ու Բաքվին։ Ռուսանպաստ քաղաքական-մեդիա շրջանակներն ամրացնում են այս երաշխիքներն իրենց նախաձեռնություններով․ Արցախի իրավիճակի շուրջ ՀՀ խորհրդարանում ներկայացված «ընդդիմադիր» խմբակցությունների ներկայացրած ԱԺ հայտարարության նախագծում խոսվում է ամեն ինչի մասին, բացի գլխավորից՝ Արցախի ճանաչման եւ 1921-ի ռուս-թուրքական պայմանագրերի խնդիրներից։ Այսինքն, ներկայիս իրավիճակի ակունքը եւ պատճառները թողած՝ քննարկվում են հետեւանքները «միջազգային հանրությանը դիմելու» եւ «ռուս խաղաղապահների հեղինակությունը պահելու» ողորմելի ձեւակերպումներով։

Համարժեք քաղաքական համակարգի պարագային Բաքվի վերջնագիրը պարզապես նվեր կլիներ՝ ռուս-թուրքական «եռակողմ» աքցանից դուրս գալու եւ սեփական իրավունքներն ու պահանջները ձեւակերպելու համար։ Եվ ի պատասխան՝ ներկայացնելու սեփական նախապայմանները, որի փաթեթը նույն միջազգային իրավական բեքգրաունդի տեսակետից շատ ավելի լուրջ է, մասնավորաբար՝ 1921-ի ռուս-թուրքական ոճրի եւ Հայաստանի ռուս-թուրքական օկուպացիայի միջազգային ճանաչման հիմքով։
