Արցախի խորհրդարանի նախագահ Արթուր Թովմասյանը հայտարարություն է տարածել, որը վկայում է Արցախի ղեկավարությունում սկզբունքային հակասությունների մասին։ Այս հակասություններն ի հայտ եկան վերջին սրացման հենց սկզբից. Ստեփանակերտում բողոքի ցույցեր տեղի ունեցան, նախագահ Հարությունյանը դուրս եկավ ցուցարարների մոտ, և նրա ելույթը անհավասարակշիռ վիճակի տպավորություն թողեց։ Տեղի է ունեցել նաև Արցախի Անվտանգության խորհրդի երկու նիստ, իսկ կիրակի օրը նախագահ Արայիկ Հարությունյանը հանդիպել է խորհրդարանի անդամների հետ։ Այնուհետեւ Հարությունյանը եղել է Խրամորթ եւ Խնապատ գյուղերում:

Այս ընթացքում Արցախի տեղեկատվական շտաբը տեղեկություն էր հրապարակել այն մասին, որ նախագահը հանձնարարել է Անվտանգության խորհրդին բանակցություններ վարել ռուսական և ադրբեջանական կողմերի հետ։ Անվտանգության խորհուրդն անմիջապես հերքել էր, որ ադրբեջանական կողմի հետ բանակցություններն իրենց են վստահվել՝ ասելով, որ խոսքը միայն ռուս խաղաղապահների հետ շփումների մասին է։

Անվտանգության խորհուրդը նաև նամակ էր հղել Պուտինին՝ կոչ անելով, որ եթե ուժերը բավարար չեն, ապա անհրաժեշտ է Արցախում խաղաղապահ ուժերը համալրել թե՛ անձնակազմով, թե՛ տեխնիկայով։ Դրանից հետո հայտարարություններ հնչեցին ՌԴ ԱԳՆ-ի և ՊՆ-ի կողմից, Պուտինը երկու անգամ զրուցեց Փաշինյանի հետ, ապա ՌԴ ՊՆ-ն հայտարարեց, որ ադրբեջանական զորքերը դուրս են բերվել Փառուխից։ Բաքվի ՊՆ-ն ոչ միայն հերքեց այս փաստը, այլև հիշեցրեց Ռուսաստանին, որ փետրվարի 22-ին Բաքուն և Մոսկվան ստորագրել են դաշնակցային համագործակցության հռչակագիր՝ պայմանավորվելով հարգել միմյանց ամբողջականությունը և համատեղ պայքարել անջատողականության դեմ:

Հայկական ռազմական գերատեսչությունները չեն հաստատել ռուսական կողմի տեղեկությունը Փառուխից Բաքվի զորքերի դուրսբերման մասին։ Փոխարենը Արցախի ղեկավարությունում առկա հակասությունների մասին տագնապալի հայտարարություն է արել Արթուր Թովմասյանը։

Ըստ ամենայնի, հակասությունները կապված են այն բանի հետ, որ Անվտանգության խորհրդի անդամներից ոմանք ցանկանում են աշխատել միայն ռուսական կողմի հետ, մյուս մասը պնդում է ինքնապաշտպանության կազմակերպումը, իսկ ոմանք էլ ասում են, որ անհրաժեշտ է դիմել Հայաստանին և «այլ միջազգային կառույցների»։

Թովմասյանի եւ ԱԽ հայտարարություններից նկատելի է, որ խնդիրները գալիս են այն կասկածներից, թե Արցախի նախագահը Բաքվի հետ բանակցություններ է վարել «գազ Քարագլխի դիմաց» համաձայնության շուրջ։ Արցախի նախագահը հերքում է նման պայմանավորվածությունը։
