Հայաստանի ահագնացող մեկ այլ խնդիր է՝ խորհրդարանական վերահսկողության դերի և որպես Կառավարությանը զսպող ժողովրդավարական մեխանիզմի նսեմացումը: Այս մասին ֆեյսբուքյան իր էջում գրել է ՀՀ նախկին ՄԻՊ Արման Թաթոյանը։

«Ակնհայտ է, որ Կառավարության ղեկավարը ԱԺ կառավարող խմբակցության պատգամավորներին դիտարկում է՝ որպես իր ենթակաների կամ «աշխատողների»: Այս վերաբերմունքով պայմանավորված՝ նույն ընկալումն է նաև Կառավարությունում ու, առհասարակ, արդեն ողջ հասարակությունում:

Դրանով պայմանավորված՝ կառավարող խմբակցության պատգամավորները չունեն որոշումների կայացման ինքնուրույնություն: Պատգամավորներն առավելագույնը պաշտպանվում են «քաղաքական որոշում» կամ «քաղաքական թիմ» իրենց համար ձևավորած փրկողակներով: Իրականում, ակնհայտ է, որ խոսքը Կառավարության կամ որ նույնն է՝ Կառավարության ղեկավարի որոշման մասին է:

Նրանք, օրինակ, ինքնամոռաց գովերքում են Կառավարության ցանկացած նախաձեռնություն: Պատգամավորներն իրենք նախաձեռնություններով հանդես են գալիս «անմեղ» հարցերով, իսկ կարևոր կամ զգայուն հարցերով նախաձեռնության համար նրանց հատկացվում են այնպիսիք, որոնցով Կառավարությունը փորձում է խուսափել շրջանառության ու քննարկումների բարդ գործընթացից և հարցը լուծել արագ ու առանց ավելորդ հանրային ու առավել ևս միջազգային ուշադրության: Այս արատավոր պրակտիկան հատկապես զարգացավ COVID-19-ի համավարակից սկսած:

Հիմա արդեն ակնհայտ է, որ Կառավարությունն ու Ազգային ժողովի կառավարող խմբակցությունը ղեկավարվում են «միևնույնն է՝ որոշումն ընդունվելու է» սկզբունքով, քանի որ գիտեն, որ ցանկացած օրենք ընդունելու կամ հարց լուծելու համար ԱԺ միայն կառավարող խմբակցության ձայները բավարար են:

Նման պրակտիկայով վերևից զրոյացվում են դարձվում նաև հասարակական վերահսկողության մեխանիզմները, այսինքն՝ Կառավարության ու ԱԺ կառավարող խմբակցության պրակտիկայով: Այս կերպ նաև աղավաղվում է իրավունքի գերակայության էությունը: 

Այս ամենին էլ գումարվում այն պրակտիկան, որ այն մարմիններում, որոնք անկախ են Կառավարությունից ու ԱԺ-ից, նշանակումները կատարվում են միայն ԱԺ կառավարող խմբակցության ձայներով՝ օժտելով այդ մարմիններին միայն կառավարող մեծամասնության լեգիտիմությամբ: Փակ գաղտնի քվեարկություններին էլ ստացվում են «կողմ» ձայներ, իսկ հետո նման արդյունքը դառնում է հպարտություն կառավարող մեծամասնության համար: Անգամ կար տեսագրություն, երբ ԱԺ կառավարող խմբակցության պատգամավորը քվեարկության է մտնում հեռախոսով. չի բացառվում, որ քվեարկությունների հարցում կա վերահսկողության նման մեխանիզմ:

Փաստացի, ձևավորվում է այն, ինչ միջազգային պրակտիկայում կոչվում է քաղաքական մեծամասնության դիկտատուրա»,-գրել է Արման Թաթոյանը:
