ՊՆ-ն պարզաբանում է տարածել «զորամասեր, զորանոցներ, կամ գույք վաճառելու» վերաբերյալ տեղեկությունների մասին

ՀՀ պաշտպանության նախարարությունը, արձագանքելով ԶԼՄ-ներում տարածվող որոշ տեղեկությունների, հաղորդագրություն է տարածել, որում նշված է.

«Ի պատասխան լրատվամիջոցներում և սոցիալական ցանցերում տարածվող տեղեկությունների, թե պաշտպանության նախարարությունը «զորամասեր, զորանոցներ, կամ գույք է վաճառում», հայտնում ենք, որ բանակի ձևավորման առաջին իսկ օրվանից և մինչև այսօր, կախված տվյալ պահին զինված ուժերի առջև կանգնած խնդիրներից, մշտապես իրականացվել են գործընթացներ, որոնց հիմնական նպատակը ՊՆ ռեսուրսների կառավարման արդյունավետության բարձրացումն է։

Մասնավորապես, տարբեր ժամանակահատվածներում ձևավորվել, միավորվել, կամ լուծարվել են զորամասեր, շահագործվել են տարբեր ենթակառուցվածքներ, տարածքներ և այլն։

Այն դեպքերում, երբ վերանում է որևէ տարածքի, գույքի կամ ենթակառուցվածքի շահագործման նպատակահարմարությունը, դրանց, որպես պետական գույքի, արդյունավետ կառավարումը ենթադրում է փոխանցում պետական մասնագիտացված կառույցի, տվյալ դեպքում՝ պետական գույքի կառավարման կոմիտեի հաշվեկշռին՝ հետագա տնօրինման համար։

Հակառակ դեպքում, առաջանում է իրադրություն, երբ պաշտպանության նախարարությունը հավելյալ ռեսուրսներ է ծախսում դրանց պահպանության համար, այն պարագայում, երբ այդ ռեսուրսները կարող էին ուղղվել այլ, շատ ավելի կարևոր խնդիրների լուծմանը։

Մասնավորապես, պետությունը, տարիներ շարունակ, պատկառելի գումարներ է ծախսում պաշտպանության նախարարության նախկին վարչական համալիրի պահպանության համար, մինչդեռ դրա օտարման դեպքում ոչ միայն հնարավոր կլիներ տնտեսել դրանք, այլև տվյալ շենքի վաճառքից գոյացած գումարները կուղղվեին պաշտպանական մի շարք խնդիրների լուծմանը։

Ավելին. չնայած հանգամանքին, որ պետության կողմից օտարման ենթակա, ՊՆ հաշվեկշռում գտնվող գույքի հիմնական ցանկը ձևավորվել է դեռևս 2000-ականների սկզբին, գործընթացը գրեթե կանգնած է եղել, ինչը, տարիներ շարունակ, հանգեցրել է պատկառելի գումարների վատնման՝ այդ գույքի պահպանության համար։

Այսինքն՝ խոսքը ոչ թե «պաշտպանության նախարարության գույքի վաճառքի» մասին է, այլ պաշտպանական գերատեսչության հաշվեկշռվում գտնվող, սակայն ՊՆ կողմից չշահագործվող տարածքների, գույքի կամ ենթակառուցվածքների՝ պետության կողմից արդյունավետ կառավարման»։
