Նախկին փոխվարչապետ Տիգրան Ավինյանը փաշինյանական իշխանության ամենախորհրդավոր և ոչ հրապարակային դեմքերից է, զբաղեցնելով ամենաբարձր պաշտոններից մեկը, սովորաբար զերծ էր մնում հանրային մեծ ուշադրությունից, լուռումունջ իրականացնում իր պարտականությունները, խոշոր նախագծեր իրականացնում։ Նախօրեին Ավինյանը «Ֆեյսբուքի» իր էջում առաջինն է հայտնել Արգավանդ-Շիրակ ավտոճանապարհի կամուրջի շահագործման մասին։

«2019թ. սեպտեմբերին Արգավանդ-Շիրակ ավտոճանապարհի կամուրջի հիմնարկեքի արարողությամբ ազդարարեցինք Երևանի նոր ճանապարհային կարևոր հանգույցի շինարարության մեկնարկը։ Այն «Հյուսիս-Հարավ» ծրագրի բաղադրիչներից է, որի կառուցման հարցերը բազմիցս քննարկել ենք «Հյուսիս-Հարավ ճանապարհային միջանցքի ներդրումային ծրագրի» կառավարման խորհրդի նիստերում և այդ ժամանակ էլ հաստատել այն։ Այսօր եկել է պահը` տեսնելու մեր որոշումների արդյունքները. շինարարությունը հաջողությամբ ավարտված է, իսկ կամուրջը հանձնվում է շահագործման»,- նշել է Ավինյանը, ով Երևանի քաղաքապետի առաջիկա ընտրություններում իշխանության գլխավոր թեկնածուն է համարվում։ 

Ոչ միայն այս խոշոր կամուրջի, այլև բազում այլ նախագծերի դեպքում ակնհայտ է, որ Տիգրան Ավինյանն է հենց հայտարարում դրանց մեկնարկի կամ կարևոր առաջխաղացման մասին։ Լինելով ոչ հրապարակային, բայց խոշոր խաղացող, ըստ էության, նա բոլոր մեծ ծրագրերում մասնակցություն է ունեցել, բայց հազվադեպ է այդ մասին հայտարարել։ Իսկ այժմ խաղաքարտերի բացումը վկայում է, որ նա պատրաստվում է քաղաքական խոշոր զարգացումներին, ցույց տալիս իր դերակատարումը, նաև հանրությանն իրազեկում, թե ինչ կարևոր նախաձեռնություններ են իրականացվում։ 

Անկախ Փաշինյանի իշխանության նկատմամբ հանրային մեծ անվստահությունից, ակնհայտ է, որ այդ իշխանության կազմում էլ կան կարող և պատրաստված մասնագետներ, որոնք կարող են լրջորեն նպաստել երկրի զարգացմանը։
