Հյուսիսային Կորեայի առաջնորդ Կիմ Չեն Ընը հայտարարել է, որ միջուկային կարգավիճակը դարձնում է «անշրջելի» եւ արգելում է ապամիջուկայնացման վերաբերյալ ցանկացած բանակցություն։

Գերագույն Ժողովրդական ժողովն ընդունել է օրենք, որն առաջին անգամ սահմանում է երկրի միջուկային կարգավիճակը, հաղորդում է պետական ​​KCNA գործակալությունը: 

«Միջուկային զենքի քաղաքականության օրենսդրության մեջ ամենակարեւորը անվերադարձ գիծ գծելն է, որպեսզի մեր միջուկային զենքի շուրջ սակարկություններ չլինեն»,-ասել է Կիմ Չեն Ընը՝ հավելելով, որ ինքը երբեք չի հրաժարվի զենքից, նույնիսկ եթե երկիրը բախվի հարյուրամյա պատժամիջոցների:  

2013 թվականի սկզբնական օրենքը նախատեսում էր, որ Հյուսիսային Կորեան կարող է միջուկային զենք օգտագործել թշնամական միջուկային պետության ներխուժումը կամ հարձակումը հետ մղելու եւ վրեժ լուծելու համար: 

Նոր օրենքը թույլ է տալիս կանխարգելիչ միջուկային հարվածներ հասցնել զանգվածային ոչնչացման զենքով մոտալուտ հարձակման դեպքում: 

Ինչպես նախորդ օրենքը, այնպես էլ նոր տարբերակը խոստանում է միջուկային զենքով չսպառնալ ոչ միջուկային պետություններին, եթե նրանք չմիանան միջուկային երկրի հետ՝ Հյուսիսային Կորեայի վրա հարձակվելու համար:

Նշվում է, որ երկիրը կարող է կանխարգելիչ միջուկային հարված հասցնել, եթե հայտնաբերի ցանկացած տեսակի մոտալուտ հարձակում՝ ուղղված Հյուսիսային Կորեայի ղեկավարությանը եւ նրա զինված ուժերի հրամանատարությանը։
