Մենք կազմել ենք զեկույց, որը վերաբերում է ադրբեջանական շարունակվող ատելությանը ու թշնամանքին, այս պատերազմի ընթացքում դրանց հանգեցրած հետևանքներին։ Այս զեկույցում հստակ ընդգծվում է, որ Ադրբեջանի իշխանությունները հստակ շարունակում են ատելությունը, թշնամանքը։ Այս զեկույցի կազման աշխատանքները իրականում մենք մի փոքր ավելի վաղ էինք սկսել, քան որ այս պատերազմը սկսեց։ Սակայն մենք հետո դրանում ներառեցին հետևանքների հետ կապված բոլոր իրողությունները։ Այս մասին քիչ առաջ հայերի նկատմամբ ադրբեջանական կողմի շարունակվող ատելության քաղաքականության վերաբերյալ հրավիրած մամուլի ասուլիսի ժամանակ իր ելույթում ասաց ՀՀ նախկին օմբուդսմեն Արման Թաթոյանը, որը նաև տեղեկացրեց իր առաջիկա անելիքների մասին, խոսեց նոր ստեղծված կազմակերպության մասին։

«Ադրբեջանական իշխանությունների թշնամանքի, ատելության քաղաքականությունը երկու հիմնական հիմքերի վրա ինչպես որ կար, հիմա էլի այդպես էլ գնում է՝ կրոնական ու էթնիկ հիմքերով։ Դա այսօր էլ դրսևորվում է ամենադաժան հանցանքներով, հանցանքների խրախուսումով իրենց իսկ իշխանությունների կողմից։ Ապրիլյան պատերազմի, 44-օրյա պատերազմի ձեռագիրը ամբողջությամբ կրկնվում է՝ խոշտանգումներ, դրանց նկարահանում ու հրապարակում։ Դրանից հետո ծաղրում են ու իրենց իշխանությունների կողմից խրախուսում ստանում։ Ակնհայտ է, որ ադրբեջանական իշխանությունները չունեն խաղաղության որևէ նպատակ։ Երբ մենք խոսում ենք խաղաղությունից, հասկանում ենք նաև՝ այդ խաղաղությունը մեզ համար բարձրագույն արժեք է։ Այս պահին շատ քիչ ժողովուրդներ կարող են լինել, որոնք կարող են մեր ժողովրդի պես զգալ խաղաղության արժեքը։ Բայց ակնհայտ է, չէ՞, որ մյուս կողմը բացարձակ դրա մտադրությունները չունի։ Երեկ նրանք ինչ-որ քարտեզներ էին հրապարակել, որոնք, ի դեպ, այն նույն քարտեզներ են, որոնց մենք հրապարակել էինք նրանց զինծառայողների գրպանների գրքերից։ Ամբողջությամբ նույնն է, սա նրանց հիմնարար պետական քաղաքականությունն է։ Նրանց այդ խաղաղությունը պետք է, որ ընդամենը աշխարհին ցույց տան, թե իրենք խաղասեր են, իսկ մեն չենք արձանագրում անգամ այդ խախտումները, պետական մակարդակով այս առումով քաղաքականություն չի վարվում։ Սա նրանց մոտ չի վերանալու, որովհետև սա ադրբեջանական իշխանությունների քաղաքական կյանքի աղբյուրն է»,- հավելեց նա։
