Արդեն երկու շաբաթ է համացանցում շրջանառվում է անգլերեն մի փաստաթուղթ, որը մշակվել է Վաշինգտոնում ԱՄՆ-ի հովանավորությամբ և որին Պրահայում  հավանություն են տվել Փաշինյանն ու Ալիևը։ Այս մասին ԱԺ-ում հայտարարությունների ժամին ասաց ԱԺ «Հայաստան» խմբակցության պատգամավոր Գեղամ Մանուկյանը։

«Դա մի քանի կետանոց փաստաթուղթ, որի մասին իշխանությունները չեն խոսել, չեն հերքել և որտեղ արձանագրվում է՝Հայաստանը վերջնականապես ձեռքերը լվանում է Արցախից, ինքնորոշման իրավունքից, մեր 30-ամյա պայքարից»,- ասաց Մանուկյանը։

Նա մեջբերում արեց շրջանառվող փաստաթղթից։

«Ադրբեջանի կառավարությունը կառաջադրի ներկայացուցիչ, ով կաշխատի ԼՂ հայ  էթնիկ համայնքի կողմից նշանակված ներկայացուցչի հետ քննարկումներ անցկացնելու ԼՂ բնակիչների իրավունքների և անվտանգության վերաբերյալ։ Արցախցին միայն էթնիկ փոքրամասնություն է՝ ըստ Արևմտյան ծրագրի։ Էլ ինչո՞ւ պետք է Մինսկի խումբ աշխատեցնեն, բանակցություններում միջնորդ լինեն։ 30 տարուց հետո սա առաջին հայկական իշխանությունն է, որը համաձայն է Արցախը հանձնելու՝ թշնամու բոլոր պահանջները կատարելուն։ Սա է մինչև տարվա մեջ ստորագրվելիք՝ իբր խաղաղության պայմանագիրը»,- ասաց պատգամավորը։

Մանուկյանի խոսքով սա նոյեմբերի 9-ի՝ այդքան քննադատված հայտարարությունից առավել շատ զիջումով փաստաթուղթ է, կրկնակի կապիտուլյացիա՝ հավելելով, որ օրվա իշխանությունները չեն բերելու խոստացված խաղաղությունը։

«Այսօր ՀՀ իշխանությունը չի թաքցնում թշնամու ախորժակը Տավուշի, Մեղրիի մի շարք բնակավայրերի նկատմամբ։ Այս իշխանությունն ու Փաշինյանը չեն կերտել հայոց պետականությունն ու Արցախի Հանրապետությունը, որ Վաշինգտոններում  ու Պրահաներում մի ստորագրությամբ որոշեն, որ արցախցին Ադրբեջանի կազմում ընդամենը էթնիկ փոքրամասնույթուն է»,- ասաց «Հայաստան» խմբակցության պատգամավոր Գեղամ Մանուկյանը։
