ԿԳՄՍ-ն առաջարկում է փոփոխություն կատարել կառավարության 2022 թ. հունիսի 30-ի թիվ 956-Ն որոշման մեջ: Նշվում է, որ մարզային առողջապահական համակարգի տարածքային համաչափ զարգացումը առողջապահության նախարարության առաջնահերթություններից է, իսկ ներկայում ՀՀ մարզային առողջապահական կազմակերպություններում առկա է շուրջ 300 թափուր բժշկական հաստիք: Մարզերի կադրային պահանջարկի համալրման հիմնական մեխանիզմներից մեկը պետպատվերի շրջանակներում կլինիկական օրդինատուրան ավարտած մասնագետների պարտադիր նշանակման պրակտիկան է: Նպատակային կլինօրդինատուրայի ծրագիրը մեկնարկել է 2011-2012 թթ.-ին: Այդ ժամանակ մարզերում առկա էր շուրջ 500, իսկ այս պահի դրությամբ` մոտ 300 թափուր աշխատատեղ:

Այսինքն՝ հաջողվել է տարբեր միջոցառումների արդյունքում, այդ թվում նաև նպատակային կլինիկական օրդինատուրայի ծրագրով էականորեն նվազեցնել մարզային կադրային պահանջարկը: Կառավարության 2022 թ. հունիսի 30-ի թիվ 956-Ն որոշմամբ առողջապահության նախարարությանը հատկացվել է 58 տեղ: Նպատակային կլինիկական օրդինատուրայի 2022-2023 ուստարվա իրականացրած մրցույթի արդյունքում թափուր է մնացել 10 տեղ, սակայն եղել էին դիմորդներ, որոնք ունենալով բարձր միավորներ, չէին կարողացել հաղթահարել ընդունելության մրցույթը: Ըստ մասնագիտությունների` առավել պահանջված են ընտանեկան բժիշկները, անեսթեզիոլոգները, թերապևտները, նյարդաբաները, վիրաբույժները, մանկաբույժները և այլ բժիշկ մասնագետներ: Հաշվի առնելով սա` նախագծով առաջարկվում է 10 թափուր մնացած տեղերը սահմանել` ըստ հետևյալ մասնագիտությունների` «Ընտանեկան բժշկություն» 3, «Անեսթեզիոլոգիա և ռեանիմատոլոգիա» 2, «Նյարդաբանություն», «Ընդհանուր վիրաբուժություն», «Մանկաբարձություն և գինեկոլոգիա», «Ճառագայթային ախտորոշում», «Ներքին բժշկություն (թերապիա)» մեկական տեղ:

Կլինիկական օրդինատուրայի կրթական ծրագրով ուսումնառության անվճար տեղերի հատկացումը նպատակ ունի կանոնակարգել ուսումնական հաստատությունում առկա ուսուցմամբ կլինիկական օրդինատուրայի ընդունելությունը, ինչպես նաև նպաստել բժշկական կադրային ներուժի պատրաստմանն ու մարզային առողջապահության կադրային պահանջարկի համալրմանը: Նախագծի ընդունմամբ կապահովվի բարձր որակավորմամբ անհրաժեշտ բժշկական կադրերի համալրումը, ինչի արդյունքում մարզային կադրային պահանջարկը կարող է բարելավվել, իսկ կադրային առումով Երևանի գերհագեցած համակարգը կբեռնաթափվի:
