«Ապրելու երկիր» կուսակցության նախագահ Մանե Թանդիլյանը ֆեյսբուքյան իր էջում գրում է.

Հայաստանում 4 օրվա ընթացքում ճանապարհատրանսպորտային պատահարների հետևանքով 12 զոհ է գրանցվել։ Ըստ վիճակագրական տվյալների՝ ճանապարհային պատահարների զոհերի թվով Հայաստանն աշխարհում առաջին հորիզոնականներում է։

Եվ այս պատկերը զարմանալի չէ, քանի որ 2017-ից մինչև 2021 թվականը Հայաստանում ՃՏՊ-երի պատճառով մահացությունների թիվն էական աճ է գրանցել՝ 32%։

Վերջին 10 տարում Հայաստանում ՃՏՊ-երից մահացել է ավելի քան 3220 մարդ։

Սրանք սոսկ թվեր չեն, դրանցից յուրաքանչյուրի հետևում մարդկային կյանքեր են։ Ցավոք, պատահարների զոհերի ցանկում շատ են նաև երեխաները։

Այս տվյալներն, անխոս, սահմռկեցուցիչ են, բայց և պետք է սթափեցնող լինեն պատկան մարմինների և պետական համակարգի համապատասխան օղակների համար։

Իսկ պետության գործառույթներն այստեղ շատ հստակ են. ոստիկանական համակարգի գործունեության բարելավում, կանխարգելող, ինչու չէ՝ նաև պատժիչ, վերահսկող մեխանիզմների սահմանում և գործի դնում, Տարածքային կառավարման և ենթակառուցվածքների նախարարության արդյունավետ ու թիրախային աշխատանք, և անգամ ՏԻՄ մարմինների ներգրավվածություն։

Շատ կարևոր եմ համարում նաև կրթական մակարդակի բարձրացման գործոնը. քաղաքացիները, սկսած մանուկ հասակից, պետք է ունենան համապարփակ գիտելիքներ՝ սեփական անվտանգության ապահովման կարևորության, կանոնների, գործիքների և մեխանիզմների մասին։

Խնդիրը պահանջում է համակարգային լուծում, այդ թվում՝ համաշխարհային փորձի հիման վրա գործող ծրագրերի ներդնում։ Գոյություն ունեն արդյունավետ միջազգային նախագծեր, որոնք ուղղակիորեն միտված են ճանապարհատրանսպորտային պատահարների ռիսկերի նվազեցմանն ու մահվան ելքով պատահարների գործոնների չեզոքացմանը։

Աշխարհի զարգացած երկրներում ներդրվող ծրագրերից մեկը՝ Vision Zero-ն է, որը ճանապարհային անվտանգության բարելավման և ճանապարհատրանսպորտային պատահարների հետևանքով մահացությունների նվազեցման միջազգային նախագիծ է։

Հայեցակարգը հիմնված է ՃՏՊ-երից մահերի «զրոյական հանդուրժողականության» սկզբունքի վրա և նախատեսում է վերջինիս իրագործում՝ երթևեկության անվտանգության տեսանկյունից։

Անվտանգ երթևեկության ապահովման ռազմավարական մոտեցման բացակայությունը շարունակելու է այսպիսի հետևանքներ ունենալ, քանի դեռ խնդրի կարգավորումը պետության կողմից հստակ քաղաքականությամբ ամրագրված չէ։
