«Փաստ» օրաթերթը գրում է

Հետաքրքիր «զուգադիպությամբ», օրվա իշխանություններն իրենց հին նախաձեռնություններին, որոնք չորս տարվա ընթացքում չեն հաջողացրել կյանքի կոչել հանրային դժգոհությունների, փորձագետների քննադատությունների և այլ պատճառներով, այս օրերին կրկին միս ու արյուն են տալիս և օրակարգ բերում։ Դրան նպաստում է նաև այն հանգամանքը, որ ներկայումս հանրության ուշադրությունը հիմնականում կենտրոնացած է անվտանգային հարցերի, հակառակորդի կողմից եկող սպառնալիքների ու Լաչինի միջանցքի փակման հետ կապված իրավիճակի ուղղությամբ։ Փաստացի իշխանություններն այս թեմաների ստվերի տակ անաղմուկ անցկացնում են իրենց խնդրահարույց ու փնթի նախագծերը։

Այդ նախագծերից մեկն էլ եկամուտների համընդհանուր հայտարարագրման մասին է, որով նախատեսվում է, որ մինչև 2025 թվականը հայտարարագիր պետք է ներկայացնեն ՀՀ բոլոր քաղաքացիները։ Առաջին հայացքից կարող է թվալ, թե այն կարող է օգտակար նշանակություն ունենալ պետբյուջե հավել յալ միջոցներ ներգրավելու համար, բայց միայն առաջին հայացքից: Ու ընդհանրապես, ինչ նախաձեռնությամբ այս իշխանությունները հանդես են գալիս, կարծես թե միայն փորձարկում են՝ կստացվի՞, թե՞ ոչ։ Ու բազմաթիվ դեպքերի ենք ականատես եղել, երբ նրանց առաջ քաշած նախաձեռնություններն ուղղակի ձևական բնույթ էին կրում ու իրականում խնդիր չէին լուծում։ Ավելին, նույնիսկ մեծ վնասներ էին հասցնում օգուտ տալու փոխարեն: Նույնպիսի իրավիճակ է լինելու նաև համընդհանուր հայտարարագրման մասով՝ չնայած որ այս նախաձեռնության ենթատեքստում նաև քաղաքական ենթատեքստ է թաքնված։

Այսինքն՝ այն քաղաքացիները, ովքեր համաձայն չեն իշխանությունների կողմից վարվող քաղաքականության հետ և հանդես են գալիս ընդդիմադիր դիրքերից, կարող են հայտնվել քրեական հետապնդումների թիրախում, իբր հարկեր են թաքցրել և այլն։ Իսկ եթե շատերին դեռևս թվում է, թե գումարներ են հետ բերվելու պետբյուջե, ու իրենց սոցիալական վիճակը բարելավվելու է, ապա չարաչար սխալվում են։ Ընդհակառակը՝ որոշ ծառայություններ ավելի են թանկանալու, որն ավելի է բարդացնելու առանց այն էլ խոցելի դրության մեջ գտնվող քաղաքացիների դրությունը։ Մյուս կողմից էլ՝ երաշխավորված չէ, որ համընդհանուր հայտարարագրման արդյունքում տնտեսության մեջ ստվերն էականորեն նվազելու է, քանի որ ստվերային գործունեություն իրականացնողները կշարունակեն տարբերակներ գտնել իրենց աշխատանքը նույն կերպ կազմակերպելու համար։

Օրինակ՝ հիմա էլ բազմաթիվ տնտեսվարողներ կան, որոնք պատշաճ կարգով ՀԴՄ կտրոններ չեն տրամադրում, մի՞թե հայտարարագրման անցնելուց հետո սկսելու են տրամադրել։ Այլ հարց է, որ բազմաթիվ քաղաքացիներ և տնտեսվարողներ, հավանական համարելով, որ յուրաքանչյուր պահի կարող են քաղաքական հետապնդումների ու հարկային տեռորի թիրախ դառնալ, կնախընտրեն ուղղակի հրաժարվել Հայաստանի քաղաքացիությունից և իրենց ֆինանսական միջոցները դուրս հանել Հայաստանից, տեղափոխել այնպիսի երկրներ, որտեղ իրենց միջոցներն ավելի ապահով կլինեն։ Եվ իշխանությունները փոխանակ այնպես անեն, որ ներդրումներ ներգրավեն տնտեսությունը խթանելու համար, այնպիսի պայմաններ են ստեղծում, որ երկրում առկա կապիտալը արտահոսի։

Կարճ ասած՝ մեր երկիրը իշխանությունները դարձրել են փորձադաշտ, ինչ մտքներովն անցնում է, առանց փորձագիտական լուրջ քննարկումներ ծավալելու, հաշվարկելու, հապճեպորեն սկսում են իրականացնել։ Իսկ դրա արդյունքում իրենք ցույց են տալիս, թե գործ են կատարում ու դրան համապատասխան պարգևավճարներ են ստանում, իսկ հասարակ քաղաքացիների համար եղած խնդիրներն ավելի են բարդանում։ Եթե զարգացած որոշ երկրներում համընդհանուր հայտարարագրման պրակտիկան կիրառվում է, ապա դա չի նշանակում, որ նույն արդյունավետությամբ կարող է կիրառվել նաև Հայաստանում։ Նախ պետք է հասնել զարգացած երկրների մակարդակին։
