«Փաստ» օրաթերթը գրում է

ՊԵԿ-ն առաջարկում է լրացումներ կատարել կառավարության 2010 թ.-ի սեպտեմբերի 9-ի թիվ 1251-Ն որոշման մեջ: ԱԺ-ն 2022 թ.-ի դեկտեմբերի 16-ին առաջին ընթերցմամբ ընդունել է «ՀՀ հարկային օրենսգրքում փոփոխություններ և լրացումներ կատարելու մասին», «Բանկային գաղտնիքի մասին» օրենքում լրացումներ կատարելու մասին», «Եկամտային հարկի, շահութահարկի և սոցիալական վճարի անձնավորված հաշվառման մասին» օրենքում լրացումներ կատարելու մասին», «ՀՀ վարչական դատավարության օրենսգրքում լրացումներ կատարելու մասին» և «Պետական տուրքի մասին» օրենքում լրացումներ կատարելու մասին» օրենքների նախագծերի փաթեթը:

«Պետական տուրքի մասին» օրենքում լրացումներ կատարելու մասին» օրենքի նախագծով նախատեսվում է սահմանել ֆիզիկական անձանց կողմից սեփականության իրավունքով իրենց պատկանող ավտոմեքենան այլ ֆիզիկական անձանց օտարելու դեպքում, եթե ավտոմեքենան օտարվում է այն ձեռք բերելուց (սեփականության իրավունքի պետական գրանցումից) հետո 365 օրվա ընթացքում, սեփականության իրավունքի դադարման գրանցման համար պետական տուրքի վճարման պահանջ, ուստի անհրաժեշտություն է առաջացել տրանսպորտային միջոցների պետական գրանցման համար ներկայացման ենթակա փաստաթղթերի ցանկում կատարել լրացում՝ նախատեսելով որպես տրանսպորտային միջոցի տեսակ հանդիսացող ավտոմեքենայի՝ մի ֆիզիկական անձի կողմից այլ ֆիզիկական անձի օտարելու դեպքում, եթե ավտոմեքենան օտարվում է այն ձեռք բերելուց հետո 365 օրվա ընթացքում, այդ ավտոմեքենայի սեփականության իրավունքի դադարման գրանցման համար վճարված պետտուրքի վճարման փաստը հավաստող ապացույց ներկայացնելու պահանջ։

Նախագիծն ուժի մեջ կմտնի 2023 թ.-ի հունվարի 1-ից։ Նախագծի ընդունումը բխում է կառավարության 2019 թ. դեկտեմբերի 12-ի «ՀՀ պետական եկամուտների կոմիտեի զարգացման և վարչարարության բարելավման ռազմավարական ծրագիրը հաստատելու մասին» թիվ 1830-Լ որոշման 1-ին կետի 1-ին ենթակետով հաստատված թիվ 1 հավելվածի 3-րդ կետով սահմանված «վարչարարության արդյունավետության բարձրացում, եկամուտների ավելացում, ստվերի կրճատում նպատակից»։ Նախագծի ընդունմամբ պետբյուջեում եկամուտների և ծախսերի ավելացում կամ նվազեցում չի նախատեսվում։
