Արցախի ԱԳՆ-ն Բաքվում հայկական ջարդերի 33-րդ տարելիցի կապակցությամբ հանդես է եկել հայտարարությամբ:

Հայտարարության մեջ ասվում է.

«Այս օրերին մենք ոգեկոչում ենք Ադրբեջանի մայրաքաղաք Բաքվի հայ բնակչության՝ 33 տարի առաջ իրագործված զանգվածային ջարդերի անմեղ զոհերի հիշատակը։ Բացառիկ դաժանությամբ կատարված սպանությունները, կողոպուտները, բռնություններն ու վայրագությունները շարունակվել են մեկ շաբաթ՝ 1990 թվականի հունվարի 13-20-ը։ Մարդիկ, որոնք խուսափել են մահից, ենթարկվել են կազմակերպված տեղահանման։ Տարբեր աղբյուրների համաձայն՝ այս անմարդկային հանցագործության հետևանքով սպանվել է 150-300 մարդ։

Բաքվի ջարդերը, 1988 թվականին Սումգայիթում հայերի կոտորածի հետ մեկտեղ, սկիզբ են դրել հայերի նկատմամբ Ադրբեջանի ցեղասպան քաղաքականության հերթական հրեշավոր փուլին։

Այդ քաղաքականության դրսևորումներն էին զանգվածային ջարդերն ու սպանությունները, նախկին Ադրբեջանական ԽՍՀ հայ բնակչության համատարած ու կազմակերպված տեղահանությունը, 1991 թվականին Արցախի սահմանամերձ գյուղերի տեղահանման «Կոլցո» («Օղակ») գործողությունը, 1991-1994 թվականներին, 2016 թվականի ապրիլին և 2020 թվականի սեպտեմբեր-նոյեմբեր ամիսներին Արցախի Հանրապետության դեմ ագրեսիվ պատերազմների վարումը, որոնք ուղեկցվում էին ադրբեջանական զինված ուժերի կողմից իրագործված պատերազմական հանցագործություններով։ Այդ հանցավոր գործողությունների հետևանքով հազարավոր մարդիկ սպանվեցին, հարյուր հազարավորները դարձան էթնիկ զտումների զոհ։

Ադրբեջանի՝ հայերին սեփական պատմական հայրենիքում բնաջնջելու քաղաքականության բաղկացուցիչ մասը դարձավ հայատյացության լայնածավալ և հետևողական քարոզչությունը, որն ուղեկցվում էր հայերի ապամարդկայնացմամբ և ռազմական հանցագործությունների ու էթնիկ անհանդուրժողականության հողի վրա կատարվող հանցագործությունների խրախուսմամբ: Մասնագիտացված միջազգային կազմակերպությունները մշտապես արձանագրում էին Ադրբեջանում հայատյացության ծայրահեղ դրսևորումներ։ Ցավոք, դրանց վերացման ուղղությամբ արդյունավետ քայլեր չեն ձեռնարկվել։ Արդյունքում՝ Ադրբեջանում բարենպաստ պայմաններ են ձևավորվել մարդկության դեմ հանցագործությունների իրականացման և դրանց արդարացման համար։
