ՄԱԿ-ում ՌԴ մշտական ներկայացուցիչ Վասիլի Նեբենզյան ասել է, որ ռուսական հրթիռը չէր խոցի Դնեպրում գտնվող բնակելի շենքը, եթե այն չխփվեր ուկրաինական հակաօդային պաշտպանության համակարգի կողմից, որը, ըստ նրա, գտնվում էր բնակելի թաղամասում։

Ինչպես գրում է kommersant.ru-ն, Նեբենզիան դա անվանել է «մարդասիրական իրավունքի խախտում»:

«Քաղաքի ենթակառուցվածքի վրա արձակված ռուսական հրթիռը խոցվել է ուկրաինական հակաօդային պաշտպանության ուժերի կողմից, քանի որ հակաօդային պաշտպանության կայանքը տեղակայված է եղել բնակելի տարածքում՝ խախտելով միջազգային մարդասիրական իրավունքի նորմերը, որոնց մասին դուք այդքան խոսում եք։ Խոցված հրթիռն ընկել է բնակելի շենքի վրա. եթե Ուկրաինայի իշխանությունները լսեին միջազգային մարդասիրական իրավունքի պահանջները, ապա այս ողբերգությունը տեղի չէր ունենա»,- ասել է Նեբենզյան:

Հունվարի 14-ին ռուսական հրթիռը հարվածել է Դնեպրի բազմահարկ շենքին, որի մուտքն ամբողջությամբ ավերվել է։ Վերջին տվյալներով՝ զոհվել է 45, վիրավորվել՝ 79 մարդ, նույն օրը ՌԴ զինված ուժերը հրթիռային հարվածներ են հասցրել Ուկրաինայի ռազմական և էներգետիկ ենթակառուցվածքներին։

Ուկրաինայի նախագահի գրասենյակի արդեն նախկին ղեկավար Ալեքսեյ Արեստովիչը նույն օրը հայտնել է, որ հրթիռը շենքի վրա է ընկել այն բանից հետո, երբ ուկրաինացի զինվորականները խոցել են այն։ Սակայն Ուկրաինայի Զինված ուժերի ռազմաօդային ուժերի հրամանատար Նիկոլայ Օլեշչուկը հայտարարել է, որ Ուկրաինայի զինված ուժերը չունեն այնպիսի զենք, որով կարող են նման հրթիռ խոցել։ Արեստովիչի աղմկահարույց հայտարարությունից հետո Դնեպրի քաղաքապետ Բորիս Ֆիլատովը խնդրել է Ուկրաինայի անվտանգության ծառայությանը և հակահետախուզությանը ստուգել նրան։ Հունվարի 17-ին Արեստովիչը ընդունել է իր հայտարարությունը «հիմնական սխալ» և հրաժարականի դիմում գրել։
