Ադրբեջանական գերության մեջ սպանված Կարեն Պետրոսյանի դիակի վերադարձի վերաբերյալ ադրբեջանական կողմը որևէ արձագանք չի տվել: Կարմիր խաչի միջազգային կոմիտեի ներկայացուցիչները բանակցություններում ներգրավված են որպես միջնորդ. միջազգային այդ կառույցի միջնորդական մանդատն ընդունելի է և Հայաստանի, և Ադրբեջանի իշխանությունների համար: Ու թեև հայկական կողմը հակված է անմիջական բանակցությունների, սակայն ադրբեջանական կողմը 5-6 տարի որևէ ուղղակի կապի մեջ չի մտնում, խուսափում է անմիջական բանակցություններից: «Արմենպրես»-ի հետ զրույցում ՀՀ գերիների, պատանդների և անհայտ կորածների հարցերով զբաղվող հանձնաժողովի աշխատանքային խմբի ղեկավար Արմեն Կապրիելյանը վկայակոչեց ոլորտը կարգավորող Ժնևյան կոնվենցիաներն ու դրանց երկու լրացուցիչ արձանագրությունները, որոնք միջազգային մարդասիրական իրավունքի հիմքն են և դրանցով են կարգավորվում Լեռնային Ղարաբաղի հակամարտության գոտում գերիների, պատանդն երի, անհայտ կորածների հարցերը: «Միջազգային մարդասիրական իրավունքն ընդունում է պետության բարի կամքի դրսևորումը, և Ադրբեջանը պետք է հենց առանց նախապայմանների վերադարձներ Կարեն Պետրոսյանի դին, սակայն քանի որ ադրբեջանցիների հետ գործ ունենք, նրանք մշտապես նախապայմանների լեզվով են խոսում: Չենք բացառում, որ այս անգամ էլ նրանք նախապայման կառաջադրեն և փոխանակման մասին կխոսեն: Թեև մենք պահանջել ենք, որ Ադրբեջանն արձագանքի և գործի առանց նախապայմանների, սակայն տարիների փորձը ցույց է տալիս, որ այդ երկիրն ընդունակ չէ բարի կամքի դրսևորման»,-ասաց Կապրիելյանը՝ նշելով, որ միջազգային իրավունքը «փոխանակում» բառը չի ընդունում. ԿԽՄԿ-ն, օրինակ, «միաժամանակյա հանձնում» տերմինն է գործածում:

Ինչևէ, հայկական կողմը չի բացառում փոխանակման տարբերակը: Հայկական կողմի բարի կամքի դրսևորման մասին է վկայում նաև այն, որ, օրինակ, 2010թ. ադրբեջանական գերության մեջ սպանված հայ հովիվ Մանվել Սարիբեկյանի դիակի հանձնման ժամանակ հայկական կողմը հանձնեց Հայաստանի սահմանը ապօրինի հատած ադրբեջանցի Էլդար Թաղիրովին:

Ադրբեջանը ձգձգում է դիակի հանձնման գործընթացը, որպեսզի հնարավորություն չտա հայկական կողմին բացահայտելու Կարեն Պետրոսյանի մահվան իրական հանգամանքները: Առկա տեղեկատվությունը նրա հանդեպ դաժան ու անմարդկային վերաբերմունքի հիմնավոր կասկածներ է ծնում: ՀՀ գերիների, պատանդների և անհայտ կորածների հարցերով զբաղվող հանձնաժողովը պաշտոնապես պահանջել է անկախ միջազգային փորձագետների կողմից դիակի դատաբժշկական փորձաքննություն՝ մահվան պատճառները պարզելու համար:

Ինչ վերաբերում է Լեռնային Ղարաբաղում գտնվող ադրբեջանցի երկու դիվերսանտներին, ապա Արմեն Կապրիելյանը, վկայակոչելով ՀՀ պաշտպանության նախարար Սեյրան Օհանյանի խոսքերը, նշեց, որ նրանք Լեռնային Ղարաբաղի Հանրապետության տարածքում կատարել են քրեական մի շարք հանցագործություններ և պետք է իրենց պատիժն ստանան ԼՂՀ քրեական օրենսգրքի ողջ խստությամբ:
