«Փաստ» օրաթերթը գրում է

Քաղաքաշինության կոմիտեն հանրային քննարկման է ներկայացրել «Բազմաբնակարան շենքերի կառավարման գործառույթներ իրականացնող անձանց մասնագիտական որակավորմանը ներկայացվող պահանջները, այդ պահանջների հիման վրա անձանց վերապատրաստման և բազմաբնակարան շենքերի կառավարմանը նրանց ներգրավման կարգը սահմանելու մասին» նախագիծը: Նախագծի հիմնավորման մեջ ասվում է, որ Հայաստանում 19 հազար բազմաբնակարան շենքերից կառավարման մարմիններ են ձևավորված միայն 42 տոկոսում (8000 շենք):

Մնացած 58 տոկոսում (11000 շենք) կառավարման մարմիններ ձևավորված չեն, և կառավարումը՝ «Բազմաբնակարան շենքի կառավարման մասին» օրենքի համաձայն, պետք է իրականացնեն համայնքները: Ըստ կոմիտեի, հետխորհրդային տարիներին՝ բնակարանային ֆոնդի սեփականաշնորհումից հետո, բազմաբնակարան շենքերի կառավարման մարմինները ձևավորվել են հիմնականում առանց ընթացակարգերի պահպանման, և նրանց մասով սահմանված չէ որևէ գիտելիքի, փորձառության կամ այլ պահանջ: Բազմաբնակարան շենքի կառավարմանն առնչվող գիտելիքների (տեխնիկական, իրավական, վարչարարական, ֆինանսական և այլն) բացակայության պարագայում անհնար է ապահովել արդյունավետ կառավարում:

Իսկ անարդյունավետ և ոչ պատշաճ իրականացումն էլ իր հերթին արագացնում է բազմաբնակարան շենքերի մաշվածության գործընթացը և հանգեցնում վնասվածության մնացորդային կուտակումների՝ վատթարացնելով շենքի տեխնիկական վիճակը, վտանգելով ոչ միայն շենքի ֆիզիկական գոյատևումը, այլ նաև մարդկանց կյանքը, առողջությունը, գույքը, անվտանգությունը: Այդ պատճառով անհրաժեշտություն է առաջանում հիմնովին բարեփոխել բազմաբնակարան շենքերի կառավարման համակարգը՝ վերանայելով շենքի կառավարման բնագավառում առկա կանոնակարգումները, կարգավորել բնագավառում առկա խնդիրները և իրավահարաբերությունները` տարանջատելով շենքի կառավարման և պահպանման գործառույթները և ամրագրելով բնագավառում գործող բոլոր սուբյեկտների իրավասություններն ու պարտականությունները, պարզեցնել կառավարման մեխանիզմը, ներդնել բազմաբնակարան շենքերի մասնագիտացված կառավարման համակարգ և այլն:

Հաշվի առնելով սա, ինչպես նաև հանրապետության բնակֆոնդի կառավարման համակարգի բարելավման մասով ազգային և միջազգային գործընկերների հետ քննարկումները՝ նախագծով նախատեսվում է բազմաբնակարան շենքի կառավարումը դիտարկել որպես մասնագիտացված գործունեության տեսակ և այս նախագծով սահմանել բազմաբնակարան շենքերի կառավարման գործառույթներ իրականացնող անձանց մասնագիտական որակավորմանը ներկայացվող պահանջները, այդ պահանջների հիման վրա անձանց վերապատրաստման և բազմաբնակարան շենքերի կառավարմանը նրանց ներգրավելու կարգը:
