«Փաստ» օրաթերթը գրում է

ԿԳՄՍ նախարարությունը հանրային քննարկման է ներկայացրել Գիտության կոմիտեի մշակած նախագիծը: Նշվում է, որ առաջարկվող փոփոխությունների նպատակը գիտության ոլորտը կարգավորող իրավական դաշտի կատարելագործումն ու ոլորտում պետական ֆինանսավորման արդյունավետության բարձրացումն է: ««Գիտական և գիտատեխնիկական գործունեության մասին» օրենքում փոփոխություններ և լրացումներ կատարելու մասին» օրենքի լրամշակված նախագծի և հարակից օրենքներում փոփոխություններ կատարելու մասին օրենքների նախագծերը բավականին ծավալուն են, ուստի կներկայացնենք մի քանի փոփոխություններ, որոնք տեղի կունենան նախագիծն ընդունվելու պարագայում:

Գիտական և գիտատեխնիկական գործունեության բնագավառի իրավահարաբերությունների բարելավման և արդիականացման նպատակով առաջարկվում է ունենալ պետական կառավարման համակարգում պետական կառավարման համակարգի նոր մարմին` Բարձրագույն կրթության և գիտության կոմիտե, որի գործունեության ոլորտին է վերապահվելու ԿԳՄՍ նախարարության ենթակայության գիտության կոմիտեի և բարձրագույն որակավորման կոմիտեի, ինչպես նաև ԿԳՄՍ նախարարության բարձրագույն և հետբուհական մասնագիտական կրթության վարչության գործառույթները՝ գործելով նախարարության ենթակայությամբ և իրականացնելով բարձրագույն կրթության և գիտության ոլորտի միասնական քաղաքականությունը: Օրենքում մի շարք հասկացությունների հստակեցում կկատարվի, բացի դա, կներմուծվեն ժամանակակից հասկացությունների, ինչպես նաև գիտական և գիտատեխնիկական ոլորտի պետական քաղաքականության նպատակների և սկզբունքների իրագործման համար պահանջվող ենթաօրենսդրական ակտերի ընդունման համար կառավարության իրավասությանը վերապահվող լիազորող նորմեր:

Կկանոնակարգվեն գիտական աշխատողի աշխատանքի վարձատրության և թոշակավորման, գիտական աստիճանի համար ամենամսյա հավելավճարի տրամադրման, գիտական և գիտատեխնիկական գործունեության բյուջետային ֆինանսավորման գիտական դրամաշնորհային ֆինանսավորման ձևով մրցութային ծրագրերի շրջանակներում արտերկրի կենտրոններում մեկ ամսից ավելի տևողությամբ մասնագիտական վերապատրաստման նպատակով գործուղումների համար մրցույթի պայմաններով սահմանվող, ոլորտը կարգավորող օրենսդրությամբ սահմանված, օրապահիկի և գիշերակացի փոխհատուցման ավելի ցածր արժեքների հետ կապված հարաբերությունները: Հաջորդիվ` պետական գիտական կազմակերպությունում գիտական աշխատողի աշխատավարձը բաղկացած է հիմնական աշխատավարձից, պարգևատրումներից, օրենսդրությամբ նախատեսված դեպքերում գիտական աստիճանի համար տրվող հավելավճարից, ինչպես նաև օրենսդրությամբ նախատեսված այլ վճարներից:

Գիտական աստիճանի համար ամենամսյա հավելավճար տրամադրվում է գիտական և գիտատեխնիկական գործունեության բյուջետային ֆինանսավորման բազային ծրագրերում ներգրավված և աշխատանքի լրիվ ծանրաբեռնվածությամբ աշխատող գիտական աշխատողներին: Պետությունը բուհում և գիտական կազմակերպությունում գիտական և գիտատեխնիկական գործունեության առնվազն 30 տարվա ստաժ ու գիտական աստիճան ունեցող և վերջին 10 տարում առնվազն ութ տարի գիտական աստիճանի համար հավելավճար ստացած անձանց 70 տարին լրանալու ու պետբյուջեի հաշվին ֆինանսավորվող գիտական և գիտատեխնիկական ծրագրերում ընդգրկված չլինելու դեպքում տալիս է ամենամսյա դրամական վճար:
