ՀՀ ազգային ժողովը քննարկեց կառավարության ներկայացրած օրենքի նախագիծը, որով առաջարկվում է հնարավորություն տալ այն զինծառայողներին, որոնց հաշմանդամության խումբը վերափորձաքննության արդյունքում 2-րդից ճանաչվել է 3-րդ, Զինծառայողների ապահովագրության հիմնադրամից որոշակի դրամային աջակցություն ստանալ:

Հայաստանի Հանրապետության պաշտպանության ժամանակ զինծառայողների կյանքին կամ առողջությանը պատճառված վնասների հատուցման մասին» օրենքում փոփոխություններ եւ լրացումներ կատարելու մասին օրենքի նախագիծն ԱԺ նիստում ներկայացրեց  ՀՀ աշխատանքի և սոցիալական հարցերի փոխնախարար Դավիթ Խաչատրյանը:

Փոխնախարարը ներկայացրեց, որ գործող օրենքի համաձայն՝ հիմնադրամի շահառու կարող է լինել զինծառայողը, ով մարտական գործողությունների ժամանակ ստացած վնասվածքի կամ խեղման հետևանքով ստացել է 1-ին կամ 2-րդ խմբի հաշմանդամություն: Եթե զինծառայողը վերափորձաքննության արդյունքում ճանաչվում է 3-րդ խմբի հաշմանդամություն ունեցող անձ, ապա, ըստ գործող կարգավորումների, ամսական հավասար վճարումները դադարեցվում են: Այս իրավիճակում է հայտնվել 114 շահառու, ում հաշմանդամության 2-րդ խումբը վերափորձաքննության արդյունքում փոխվել է 3-րդի, ինչն էլ նրանց դժգոհությունն է հարուցել:

«Վերափորձաքննության արդյունքում 3-րդ խմբի հաշմանդամություն ձեռք բերելուց հետո պետությունից վճարվող կենսաթոշակն ու պարգևավճարը միասին կազմում են սպայի դեպքում՝ 74 հազար դրամ, հիմնադրամից նրանք ստանում են 200 հազար դրամ, իսկ պայմանագրային և զորահավաքային զինծառայողի, կամավորի դեպքում՝ 66 հազար դրամ, հիմնադրամից ստանում էին 150 հազար դրամ հատուցում, իսկ պարտադիր ժամկետայինի դեպքում՝ 66 հազար՝ 100 հազար դրամի փոխարեն»,-ներկայացրեց Խաչատրյանը:
