Էկոնոմիկայի նախարարությունն առաջարկում է փոփոխություններ կատարել կառավարության 2019 թ. մարտի 29-ի N 327-Լ որոշման մեջ: Նախագծի ընդունման անհրաժեշտությունը պայմանավորված է մսային տավարաբուծության զարգացման համար նպաստավոր պայմանների ստեղծմամբ: Նշվում է, որ Հայաստանում անասնաբուծությունն ապահովում է գյուղատնտեսության համախառն արտադրանքի արժեքի ավելի քան 50 տոկոսը: 2021 թ.-ին անասնաբուծությունից ստացվել է 463,6 մլրդ դրամի համախառն արտադրանք, որի զգալի մասը՝ տավարաբուծությունից:

Ներկայում մսի արտադրության նպատակով բուծվող կենդանիների նախասպանդային զանգվածը չի գերազանցում 320 կգ-ը, այն դեպքում, երբ տավարաբուծության վարման ժամանակակից տեխնոլոգիաները և բարձր մթերատու ցեղերի գենոֆոնդի օգտագործումը հնարավորություն են ընձեռում մսի համար բտված տավարն իրացնել 450 կգ և բարձր կենդանի զանգվածով: «ՀՀ-ում 2019-2024 թթ. տավարաբուծության զարգացման» ծրագիրը մեկնարկել է 2019 թ.-ի ապրիլից, որի շրջանակներում տոհմային խոշոր եղջերավոր կենդանիների ձեռք բերման մատչելիության ապահովման նպատակով պետական աջակցությունը տրամադրվում է վարկերի տոկոսադրույքի մասնակի սուբսիդավորման միջոցով։

Ծրագրի մեկնարկից սկսած 24 շահառու ձեռք է բերել 1725 գլուխ տարբեր ցեղերի տոհմային կենդանիներ։ Հանրային քննարկման ներկայացված նախագծով առաջարկվում է խոշոր եղջերավոր կենդանիների մսային ուղղության կենդանիներ ձեռք բերելու դեպքում արտոնյալ ժամկետը սահմանել առավելագույնը 24 ամիս, ինչպես նաև մսային ուղղության կենդանիների ձեռքբերման արժեքը սահմանել առավելագույնը 1,2 մլն դրամ։ Նախարարությունը մանրամասնում է նաև, թե ինչու է ցանկանում նման փոփոխություններ կատարել:

Ժամկետի առումով հաշվի է առնվել կենդանիների հղիության ժամկետը, չիրացվող կաթնամթերքի փաստը, որն օգտագործվում է մատղաշ կենդանիներին կերակրելու համար, մսացու մատղաշ կենդանու դեպքում առաջարկվող իրացման ժամկետները և այլն: Միևնույն ժամանակ, հաշվի առնելով մսային ուղղության տոհմային կենդանիների նկատմամբ պահանջարկը, ինչպես նաև ուսումնասիրելով ծրագրի շրջանակներում ձեռքբերված, ԵԱՏՄ անդամ-պետություններում և եվրոպական երկրներում դրա պահանջներին համապատասխանող կենդանիների շուկայական միջին գները (1,1-1,3 միլիոն դրամ), առաջարկվում է մսային ուղղության 1 գլուխ տոհմային ԽԵԿ-ի ձեռքբերման առավելագույն արժեքը սահմանել 1,2 միլիոն դրամ։

Նախագծի ընդունմամբ ակնկալվում է նպաստավոր պայմաններ ստեղծելով՝ ավելացնել ծրագրի շրջանակներում ձեռքբերվող մսային ուղղության տոհմային կենդանիների քանակը, որն էլ կհանգեցնի տավարի մսի ինքնաբավության մակարդակի բարձրացմանը:
