ԱՄՆ պետական դեպարտամենտը արձանագրելով Հայաստանի կառավարիչների կողմից ծավալային և բովանդակային առումով մեծ թվով խախտումները , անազատություններ և չարաշահումները, միևնույն է նիկոլին դեռ բավականին հնարավորություններ են թողել օգտագործվելու:

Մասնավորապես, արձանագրել են բռնություններ, անհամաչափ ուժի կիրառում, որոշ դեպքերում անգամ իրավապահների հանցավոր անգործություն: Ավելին, հիշել են անգամ անհարկի կալանքների, խափանման միջոցառումների, խոսքի ազատության սահմանափակումների մասին:

Բայց արի ու տես, որ սրանց աջակցելու և արդարացնելու ցանկությունը դեռ ամբողջությամբ չի մեռել: Նախկին ինտուզիազմն իհարկե չկա:
