Բանակցությունները, պայմանավորվածությունները կաշխատեն այն ժամանակ, երբ մյուս կողմը կիմանա, որ իրավունք չունի խախտելու պայմանավորվածությունները։ Այս մասին իր ֆեյսբուքյան էջում հրապարակված տեսանյութում ասել է Արցախի նախկին պետնախարար Ռուբեն Վարդանյանը։

Պատասխանելով հետևորդներից մեկի հարցին, թե արդյո՞ք հնարավոր կլինի բանակցություններով կարգավորել Արցախի հիմնախնդիրը, թե պետք է անպայման պատերազմել՝ Ռուբեն Վարդանյանը նշել է՝ միշտ եղել է այն կարծիքին, որ ամենածանր, ամենադժվար բանակցություններն ավելի լավ են, քան՝ պատերազմը:

«Վստահ եմ, որ բանակցությունների միջոցով կարող ենք հասնել մեր նպատակին, բայց միևնույն ժամանակ նայելով պատմության էջերը, վստահ եմ՝ եթե ուժեղ չլինենք, եթե մենք պատրաստ չլինենք պատերազմի, եթե մեր ոգին և կամքը չցուցաբերենք թշնամուն, ոչ մի բանակցություն հաջողության չի հասնելու: Ավելին, բանակցությունները, պայմանավորվածությունները կաշխատեն միայն այն ժամանակ, երբ մյուս կողմը միշտ կիմանա, որ իրենք իրավունք չունեն խախտելու մեր պայմանավորվածությունները», - նշել է Վարդանյանը:

Նախկին պետնախարարը հիշեցրել է, որ կան բազմաթիվ օրինակներ, երբ հզոր պետությունների միջև կնքված խաղաղության պայմանագրից ամիսներ կամ տարիներ անց մեծ պատերազմ է սկսվել։ Նրա խոսքով՝ այժմ մենք նույն վիճակում ենք, ուստի, եթե ուզում ենք, որ մեզ համար ընդունելի պայմանավորվածությունները պահպանվեն երկար ժամանակ, ապա պետք է ուժեղ լինենք ու միշտ պատրաստ պատերազմին։ «Վստահ եմ՝ այդ ուժը մեզ հնարավորություն կտա խուսափել պատերազմից», - եզրափակել է Ռուբեն Վարդանյանը:

Հարցին՝ արդյո՞ք մեր գլխավոր խնդիրը կամ խնդիրների գլխավոր պատճառը իսկական էլիտա չունենալն էր, արդյո՞ք Լեւոն Հայրապետյանը կարող էր լինել այդպիսի էլիտայի կորիզը, արդյո՞ք մենք դեռ ունենք ժամանակ այդպիսի էլիտա ձեւավորելու համար, Ռուբեն Վարդանյանը պատասխանում է, որ վերջին 35 տարիների ընթացքում մենք ունեցել ենք ե՛ւ լավ օրինակներ, ե՛ւ վատ, սակայն վատն ավելի լավ է հիշվում, քան լավը: «Ես վստահ եմ, որ Արցախում կան շատ իմաստուն, խելացի, կրթված, ուժեղ մարդիկ, որոնք իրենց մեջ այդ ուժն ունենալով եւ պատասխանատվությունը զգալով կարող են դառնալ ճիշտ էլիտան. այն էլիտան, որը ոչ թե փողով ամեն ինչ առնում է, ոչ թե պաշտոնով ուղղակի նշանակվում է, այլ մարդիկ, որոնք ընդունվում են հասարակության կողմից որպես իրենց վրա պատասխանատվություն վերցնող»,- ասաց Ռուբեն Վարդանյանը՝ հավելելով, որ ինքը վստահ է՝ էլիտայի ձեւավորումը շարունակվում է եւ շարունակվելու է, ավագ սերունդն էլ հանձնառու է անել ամեն ինչ, որպեսզի այդ էլիտան դառնա այն շարժիչ ուժը, որը կբերի ճիշտ փոփոխությունների:
